Teh Romanian Government recently approved a new normative act, proposed by the Ministry of Development, designed to streamline public spending and ensure the long-term sustainability of public finances. This move aims to maintain budget balance by reassessing investment priorities at both the central and local levels.
The act allows for the continuation of existing contracts funded through the “Anghel Saligny” program until the end of the following year. It also establishes a framework for the Ministry of Development to finance verification processes for these projects using its own revenues.
Changes to Specific Investment Areas
Stadium Funding
Future stadium projects will require local authorities to contribute 25% of the total project cost through co-financing agreements. No new stadium projects will commence after January 1, 2027, unless fully funded by the beneficiary’s own contributions.
Programmatic Adjustments
To improve budget discipline, several investment subprograms have been temporarily halted.These include construction or modernization projects related to sports halls, sports complexes, cultural centers, cinemas, local and county roads, and water infrastructure and sewerage systems. This pause is intended to consolidate resources and improve financial oversight.

Recognizing overlap between the “Anghel Saligny” program and the National Investment Company,projects focused on improving access to water and sewerage services will now be consolidated under a single investment program. This aims to eliminate redundancy and maximize the impact of available funding.
