Three-year Action Plan Announced for the Construction of “Digital Bay Area”

The General Office of the Provincial Government in Guangdong Province has unveiled an ambitious three-year action plan aimed at creating a “Digital Bay Area”. This initiative will focus on integrating government services in Guangdong, Hong Kong, and Macao by promoting unified identity authentication for residents of the three regions.

The plan, which is designed to foster “user connectivity, system connectivity, data connectivity, certificate and license connectivity, and business connectivity”, seeks to accelerate the convergence of government service standards in the Greater Bay Area. This will involve opening up government service chains and sharing data among Guangdong, Hong Kong, and Macao in line with the “Blocking Point” user authorization principle.

In addition to promoting unified identity verification and electronic signature recognition for residents of the three regions, the plan aims to facilitate “cross-border processing” of high-frequency issues for both enterprises and residents. Furthermore, it will coordinate with relevant national departments to promote travel tickets for residents of Hong Kong and Macao traveling to and from the mainland and electronically maintain the entire process of high-frequency issues for residents of Hong Kong and Macao under chemical control.
