His Excellency the President of the United Nations General Assembly.
Ladies and Gentlemen, Your Excellencies and Majesties, Heads of State and Government. Delegated heads and distinguished ministers
To my Sudanese brothers and sisters inside and outside the country. To the bravest of our loyal heroic forces
To the souls of our loyal martyrs
It is my pleasure to address you today, on the occasion of the opening of the seventy-ninth session of the United Nations General Assembly, as you know, our beloved country is still experiencing a tragic reality, resulting from the biggest war in its modern history. A war ignited by the leaders of the old regime, and the hands of the deep state of the terrorist Islamic Movement of Sudan, after the people of Sudan overthrew their regime through the glorious revolution of December 2018. But the forces of apostasy and darkness. The leadership of the armed forces was used to resist change and block the process of democratic transition with the coup on October 25, 2021. We have corrected our position by conducting honest reviews.
We definitely know that achieving the goals of the United Nations Charter, which are compatible with our goals and the aspirations of our people, will not be possible without completing the process of democratic transformation and consolidating the principles of good governance from the armed forces, together with the leaders of the old regime, continues to try to block the efforts made to make the political process successful, which was about to succeed in dragging the country into a destructive war.
Based on the above, we reject the participation of the leader of the October 25 coup, Abdel Fattah al-Burhan, as a representative of our people and our country in the 79th session of the United Nations General Assembly, because he led a military coup against the civilian government transitional, which led to a complete constitutional collapse in Sudan and as a result the existence of a de facto government also collapsed when the war broke out on April 15, 2023, which erupted as a direct result of our refusal to overthrow the civilian government and our commitment to return. Including the African Union, the United Nations Security Council and the European Union, which had already announced their rejection of the coup, which undermined the transitional government and stopped the process of democratic transition in Sudan, by taking resolutions condemning the coup and demanding the return of power to civilians.
The leader of the coup was invited to attend the United Nations General Assembly meetings as a representative of Sudan. It contradicts the views above, and serves the agenda of the warmongers who continue today in Sudan. It also encourages military coups and the growth of dictatorships on our African continent.
The people of Sudan start from a rich history of fighting against coups and totalitarian regimes. The generation of the glorious December Revolution took advanced steps by endorsing the government’s full civil legitimacy and resisting the October 25 coup, sacrificing hundreds of martyrs for its legitimate aspirations before the start of this disastrous war.
The waging of war on April 15 by the Islamic Movement and its leaders within the armed forces, and the destruction, displacement, and crimes represent a criminal act that undermines the lofty goals and noble values upon which it was founded the United Nations for them, namely the maintenance of international peace and security. Protecting human rights, providing humanitarian relief or assistance, and promoting sustainable development.
Therefore, we call on the international community and the United Nations organizations to support the choices of the Sudanese people, which have true legitimacy under international conventions, and to remain neutral between the parties to the conflict without prejudice or favor, and to punish the party. which rejects dialogue and calls for the continuation of the war and the expansion of its scope.
Despite our effective control over more than 75% of the main states of Sudan and Qadida, and the broad support for our orientation by most social components, we did not monopolize legitimacy over our forces, nor did we try to form a government, as the leaders of the army, who are subject to the orders of political parties that have no constitutional legitimacy, are scrambling to do.
The holding of the current United Nations Assembly comes in the light of many developments and developments in the international world, especially Sudan, which are all related to the safety and security of all humanity In view of all this, the Rapid Aid Forces have remained open to all international and regional initiatives aimed at preventing hostilities and protecting civilians, and the results of the recent Geneva negotiations stand as the best evidence and witness in our sincere desire to end the suffering of our people, despite the suffering of the other parties continued defiance of the international will, and continued to commit the most heinous crimes, aerial bombing of innocent people and invasions in the valleys, countryside and cities, leaving thousands of victims, in addition to destroying infrastructure the country
Our forces committed themselves during the UN-sponsored Geneva I and Geneva II talks. With unilateral promises to address the humanitarian crisis and facilitate the provision of aid to those in need, in collaboration with the Sudan Relief and Humanitarian Operations Agency to provide aid and coordinate humanitarian operations in the areas controlled by our forces in Khartoum, Darfur, Kordofan, Al-Jazira, and Sennar.
The cooperation between us and the coalition of mediators of the Geneva talks led, until last month, to the arrival of more than 3,114 tons of supplies to about 300,000 people in Darfur as a result of the efforts of the group “Allies to save lives and peace in Sudan, ” and the tireless work of humanitarian workers on the ground, focused on expanding… Urgent humanitarian access and respect for international humanitarian law We issued strict directives to our forces to facilitate the flow of aid without bureaucratic complications
We presented proposals to open new crossings and routes for the delivery of relief, and we called for the operation of airports in four states to cover urgent needs for medicines and technical supplies.
In order to improve humanitarian efforts and efforts, and to address abuses and crimes in areas of our control, we have formed a force to protect civilians, which works to resolve chaos and negative phenomena, as well as what the Human Rights Unit of the Rapid Aid Forces. does it to control military action in accordance with the rules and principles of international humanitarian law. It confirms our willingness to co-operate fully with any action that preserves the lives and dignity of our people.
Recently, we engaged with full seriousness and sincere intention in the Geneva negotiations, and before that in the Jeddah negotiations under the auspices of the Kingdom of Saudi Arabia and the United States of America.
We also reached a higher understanding through a discussion round in Manama in the Kingdom of Bahrain. But the evidence is that all of them clashed with the fact that the armed forces refused to participate, or because of evasion or withdrawal without prior notice, even though their representatives signed commitments that took place in the presence of witnesses.
In a previous letter to Your Excellency last year, we presented the vision of the Rapid Support Forces to solve the crisis and stop the war, which focuses on ten principles that express our vision for the solution we put forward for discussion among the Sudanese, who want to stop the war and build a state that protects human rights, achieves sustainable development and contributes to the protection of human rights peace and security and the noble goals for which the United Nations was founded.
As you meet in this session to discuss the progress that has been made in achieving the goals of the international organization, I call on you not to forget the people of Sudan and the tragedy they are experiencing because of an oppressive group that does not want peace. and uses violence as a means to govern the country, and on top of these is General Al-Burhan, who speaks falsely in the name of Sudan and is devoid of legitimacy due to the coup and the complete constitutional collapse which happened as a result of the current war in Sudan.
We reiterate our full readiness for a ceasefire across Sudan to allow humanitarian aid to pass through, provide safe passage for civilians and tidal workers, and initiate serious and comprehensive negotiations leading to a comprehensive political solution, and the establishment of a civilian government that will lead the country towards democratic transformation and true lasting peace.
In conclusion, I extend my highest thanks and appreciation to all of you, and I wish you success in your negotiations on behalf of the suffering peoples and communities around the world, especially Sudan, who expect your support and assistance in order to achieve. peace, stability, and freedom.
I thank you very much and appreciate it
Lieutenant General Muhammad Hamdan Dagalo, Commander of the Rapid Support Forces
