Hertz is expanding its operations beyond traditional car rentals to enter the fleet management sector for autonomous and driver-led rideshare services. The company announced the creation of Oro Mobility, an affiliated operating company designed to provide infrastructure and operational support for the next generation of urban transportation.
In a press release dated April 30, 2026, Oro Mobility identified Uber as its first major strategic partner. Under the agreement, Oro will manage the operational and maintenance requirements for Uber’s vehicle fleets in select United States markets.
Autonomous Robotaxi Infrastructure
For Uber’s autonomous robotaxi program, Oro Mobility will act as the primary asset manager. The company’s responsibilities include charging, repairs, cleaning, maintenance, and the staffing of vehicle depots.
The partnership is scheduled to launch in the San Francisco Bay Area by the end of 2026. The two companies intend to evaluate the expansion of these autonomous fleet services in 2027.
This partnership with Uber establishes Oro as an integrated solution that connects demand with scalable fleet management services. Through this work, we’re deepening our capabilities across diverse mobility use cases, and positioning Hertz to play a significant role as the industry evolves.
Gil West, CEO of Hertz
Driver-Led Fleet Operations
Parallel to the autonomous initiative, Oro Mobility is supporting Uber’s driver-led operations by providing a fleet of company-maintained vehicles operated by drivers employed by Oro.

This specific partnership model was piloted in Atlanta in 2025. Following that pilot, the program expanded to San Francisco and Los Angeles. The companies plan to extend these driver-led operations to Northern New Jersey in spring 2026.
By combining Uber’s global platform and marketplace leadership with Oro’s dedicated fleet management expertise, we are well-equipped to meet increasing rideshare demand and deliver a seamless, high-quality rider experience across the entire mobility ecosystem.
Andrew Macdonald, Uber President and Chief Operating Officer
Macdonald stated that the collaboration with Oro is intended to assist Uber in its transition toward a network that integrates both driver-led and autonomous rideshare operations.
Broader Autonomous Strategy
The partnership with Oro Mobility coincides with other autonomous vehicle investments by Uber. In March 2026, Uber and carmaker Rivian announced a deal to deploy 10,000 fully autonomous Rivian R2 robotaxis.
That deployment is slated to begin in San Francisco and Miami in 2028. Uber and Rivian aim to expand the robotaxi presence to 25 cities across Europe, Canada, and the United States by 2031.
By establishing Oro Mobility, Hertz is positioning itself as an infrastructure provider for these autonomous shifts, focusing on the day-to-day vehicle asset management services
required to maintain large-scale robotaxi fleets.
