“I expected to expand the types of vehicles and the items of vehicles that travel safely, but the government did not allow that at all”

Kim Gun-soo ‘sits on the roof’ Hite Jinro criticizes the government for failing to comply with the agreement

Experts “It is possible to measure standard prices in a few months… A matter of will”

“After the last general strike (June) I expected that it would be possible to gradually expand the number of vehicles and items subject to the safe fare system, but it is incomprehensible and difficult to agree that they were not allowed at all .”

Kim Geon-soo, deputy chief of the Hite Jinro 2nd branch of the Cargo Solidarity, who started a sit-in on the roof of the headquarters during the Hite Jinro cargo workers’ strike, went on strike again from the 24th. At present, the aim is to expand the scope of the application limited to containers and cement as well as to abolish the sunset system for safe freight rates.

Deputy Manager Kim earns between 80,000 and 100,000 won per day, or 2 million won per month, even after working more than 12 hours a day. Deputy Director Kim said, “Low prices can lead to immediate livelihood problems, and on top of that, they can lead to overloading or overdrive to make more money.” and they did not implement it.”

The safe fare system does not apply to vehicles transporting alcoholic beverages driven by Hite Jinro cargo workers. At present, only ‘export/import containers carried by special vehicles and two cement items’ are subject to application. This is because at the time of the review of the law in 2018, it was decided to only apply to items that are easy to measure immediately, without consensus between the opposition parties.

Cargo workers demand that “the safe fare system should be extended to all types of vehicle and item.” After the first general strike in June, cargo workers first demanded the introduction of a secure ticketing system for five types of vehicles: steel products, hazardous materials, automobiles, grain/feed, and delivery trucks. However, neither the government nor the ruling party even discussed it. Minister of Land, Infrastructure and Transport Won Hee-ryong strongly refuses to expand items subject to the safe price system. On the 22nd, “(expansion items) have no clear safety improvement effect as a result of research service,” and on the 23rd, “items other than cement and containers have many salaries. There is no way to calculate standard prices. Demanding this is a request for unilateral surrender, which is difficult to accept.” In his public talk on the 24th, he only repeated the ‘zero tolerance principle’.

Countries other than Korea that operate safe fare systems are gradually expanding the types of vehicles and items. New South Wales, Australia, started in 1979 and currently applies it to all types of vehicles and items except food delivery vehicles. Brazil also operates a similar system, which applies to 12 items including general, refrigerated and dangerous goods.

The Ministry of Land, Infrastructure and Transport also agreed to widen the scope of the application when discussing the security pricing system for the first time. Looking at the minutes of the National Assembly’s Land, Infrastructure and Transport Committee meeting on 20 March 2018, the Minister of Land, Infrastructure and Transport, Kim Hyun-mi said, “Basically, the Ministry of Land, Infrastructure and Transport thought the it would be good. have a standard price system for all goods, but there were disagreements among organizations and associated members. Therefore, I know that there has been an agreement between the opposition parties and the opposition parties to test two items (which are easy to quantify).

In the end, the world of labor and experts point out that it is “a matter of the will of the government.” Baek Doo-joo, director of the Korea Safe Freight Research Center, said, “Even if measurement is difficult and complicated, it can be done as much as possible by investing a few months of time in the technical part. It’s not all models or items, but it’s just an excuse to hold on to a negative opinion even though it’s said to be progressing step by step.”
