Impact of Trump’s Victory on Medicaid Expansion in Mississippi: What to Expect for 2025

Elections have consequences, and Donald Trump’s potential return to the White House could significantly impact Medicaid expansion in Mississippi. Trump’s election may create an opportunity to provide health insurance for the working poor in the state.

During the 2024 legislative session, efforts to pass Medicaid expansion in Mississippi failed. Some Republican leaders insisted that qualifying for Medicaid expansion should require work. This work requirement created a deadlock in the legislature, as the Biden administration did not approve such conditions. Supporters of expansion worried that this requirement was a tactic to undermine actual Medicaid expansion.

With Trump likely back in office in January, supporters of Medicaid expansion might agree to the work requirement during the 2025 session. They may see it as a step forward, preferring some form of Medicaid expansion over none.

However, challenges remain. Governor Tate Reeves has consistently opposed Medicaid expansion. A significant question for the 2025 session is whether the legislature can override any possible veto from him, requiring a two-thirds majority in both chambers. Even if they achieve this, Reeves might still work to prevent Medicaid expansion in Mississippi.

Richard Roberson, CEO of the Mississippi Hospital Association, noted that the Trump administration suggested a Medicaid expansion model with work requirements in 2020. This model aligns closely with the now-failed proposal from the recent legislative session.

There is uncertainty around Trump’s health care policies during his second term. He previously attempted to repeal the Affordable Care Act (ACA) and has been inconsistent about Medicaid. This inconsistency leaves questions about future policies and whether Congress will support them.

Speculation exists that Trump might cut Medicaid funding for states, including Mississippi, which could hinder expansion efforts.

As the 2025 legislative session approaches, the future of Medicaid expansion in Mississippi remains unclear. The consequences of the recent presidential election will heavily influence health care outcomes in the state. Will these changes improve the health care situation for poor Mississippians, or will they worsen it? Only time will tell.
