Israel Calls in Korean Ambassador in Protest of Support for Palestinian UN Membership

Two countries, including the UK and Switzerland, abstained.

For a resolution to be passed by the Security Council, it must receive the approval of at least 9 out of 15 members, and no veto from any of the 5 permanent members – the United States, China, Russia, the United Kingdom, and France . If the resolution on Palestinian accession as a full member state passed the UN Security Council, it was supposed to go to the UN General Assembly and come into force with the approval of two-thirds of the 193 member states .

The Palestinian Authority applied to become a full member of the United Nations in 2011, but failed to join because the Security Council’s own vote was canceled due to opposition from the United States during the document review process. The following year, the autonomous government asked the UN General Assembly to be upgraded from an observer organization to an observer state, and received its current status after a vote.

Unlike the approval of observer states, the recognition of regular members must go through the Security Council, so the general view was that tied votes would be difficult. US State Department spokesman Matthew Miller said at a briefing on the 3rd that he supported the establishment of an independent Palestinian state, but said it should be achieved through dialogue between the parties, not the United Nations, and indicated that he would vote in against him. in consideration of his ally Israel.
