DKI Jakarta Governor Pramono Anung has ordered the DKI Jakarta Inspectorate to investigate the use of artificial intelligence (AI) to fabricate the resolution of citizen complaints submitted through the JAKI platform. The investigation follows reports that AI-generated images were used to simulate the completion of tasks in the field, creating a false impression that public grievances had been addressed.
The probe specifically targets officials and personnel within the Kalisari Village administration and the East Jakarta Sub-Department of Communication, Informatics, and Statistics (Diskominfotik). The issue came to light after it was discovered that responses to citizen complaints did not align with the actual conditions on the ground because AI engineering was used to produce the evidence of resolution.
Fabricated Evidence of Illegal Parking Resolution
The controversy centers on reports regarding illegal parking in residential areas. According to reporting from VOI.id, the discrepancy was flagged by a social media account on Threads, @seinsh, which complained about the handling of these reports. Instead of actual photos showing the removal of illegal parking, the responses provided on the JAKI platform utilized AI-based photos to make it appear as though the reports had been resolved.
Governor Pramono Anung stated on April 6, 2026, that the use of AI in this context is unjustifiable, particularly when it is used to provide information that contradicts the facts on the ground.
The matter with the AI in JAKI, I have asked the Inspectorate to check whether it is the head of the village, namely the Head of Kalisari and Kasubdin. Whoever is wrong, must be punished.
Pramono Anung
The Governor emphasized that transparency in public services within the DKI Jakarta Provincial Government is a critical requirement. He noted that the resolution of citizen complaints must reflect actual field conditions rather than serving as a mere formality for completion.
Administrative Sanctions and Accountability
Preliminary actions have already been taken against field staff involved in the incident. A Public Space Maintenance Service (PPSU) officer in Kalisari has been issued a first warning letter (SP1) after uploading the AI-generated photos in response to the illegal parking complaints.
Governor Pramono warned regional apparatuses against forcing the closure of reports if the physical work in the field remains unfinished. He argued that admitting a task is incomplete is preferable to using AI to lie about the progress.
For example, if it is not completed, it is not completed rather than being done with AI which is actually lying.
Pramono Anung
The ongoing investigation by the Inspectorate aims to determine the exact chain of responsibility, focusing on whether the deception was directed by village leadership or the relevant ranks at Diskominfotik. The Governor has maintained that any individual proven to have violated the protocols for handling citizen complaints must face sanctions.
