“Korea Communications Commission Chairman Han Sang-hyeok installed illegal farmhouse … ‘suspicion of violation of farmland law'”

An allegation was raised that Han Sang-hyeok, chairman of the Korea Communications Commission, violated the Farmland Act by installing illegal farmhouses.

On the 15th, the YouTube channel ‘Shinui Hansu’ was broadcast live on the 15th, saying, “On January 14, 2020, Chairman Han Sang-hyeok and his brothers inherited a total of 1445 square meters (about 438 pyeong) of land (located in Yuseong-gu, Daejeon). A temporary building, a ‘nongmak’, was installed, but there is a suspicion that the farmland was violating the current Farmland Act (Article 3-2 of the Enforcement Rule of the Farmland Act), such as building the farmhouse on a two-story scale and creating an access road with crushed stones.”

Chairman Han and his four younger brothers are known to own 289 square meters (about 88 pyeong), which is 20% of the land they inherited from their father.

A farmhouse refers to a temporary building permitted on agricultural land for the purpose of storage of agricultural equipment, temporary storage of agricultural products, and a rest space during agricultural work. It was originally prepared to help farmers in their agricultural work, so it is illegal to use it for residential purposes.

Due to strict regulations, the size must be less than 20㎡ (about 6 pyeong), and there are no two-story structures, terraces, decks, access roads, rubble pavement, and parking lots.

According to Shinui Hansu, the farmhouse owned by Chairman Han and his brothers consisted of a total of two lots, and the combined area of two buildings and one tent on the farm was over 20㎡, and one building had a deck prohibited by the Agricultural Land Act. passed on

In addition, it was revealed that the entrance road covered with solar lighting and crushed stone, and even gravel fields suspected of being used for parking were built on the farm site.

Reporter Park Chang-hoon, who visited Chairman Han’s farm two days ago, said, “According to the stories of local residents, an object hidden by a blue tent located on the farm site was known as a ‘barbecue grill’, which the owner of the farm purchased at a large mart.” “I think this is not a farmhouse for farming, but perhaps a space used like a villa.”

Reporter Park said, “A resident said that he saw the owner of the farm planting some sweet potatoes or potatoes, but if you look at the place, only weeds are overgrown and you can’t see any signs of farming. There is a possibility that it could be used as a space.”

Reporter Park said, “In order to install a farmhouse, a temporary building report must be submitted under the Building Act, and it must be renewed once every three years. “I can’t do that,” he said, adding, “Chairman Han must explain whether or not Chairman Han has intervened in the process of setting up a farm or reporting.”

According to Shinui Hansu, the market price of the land on which the farmhouse is located is about 3 million won, and it is reported that the land price has risen a lot recently as there is a favorable news that a memorial park will be built nearby.

Under the current law, if a farmhouse is identified as an illegal building, an order to correct the demolition is issued immediately.

On the other hand, Chairman Han replied, “The farmland” to Chosun.com’s point that ‘this farmland is not used for farming but seems to be used like a villa’.

He added, “I don’t want to say much about farmland.”
