Charges and Tribunal Findings

Beyond the murders, the court convicted Thaci of the illegal detention of 385 people and the torture of more than 300 individuals, according to Deutsche Welle. The defense argued during the proceedings that senior KLA figures could not control or be held responsible for such acts due to a lack of a strict command structure, maintaining there was no direct evidence linking Thaci’s command to the alleged crimes.

The tribunal itself, known as the Kosovo Specialist Chambers, was established under Kosovo law in 2016 following earlier domestic efforts that failed due to political interference and witness intimidation. Although staffed by international judges and based in The Hague, the court remains deeply unpopular within Kosovo, where Thaci and the KLA are widely viewed as symbols of the independence movement and national heroes.

Political Context and Public Reaction

Thaci remained a dominant political figure following the war and played a central role in Kosovo’s 2008 declaration of independence. He resigned from the presidency after his indictment in 2020 and has remained in detention in The Hague since that time. Ahead of the verdict, thousands of supporters gathered in Pristina following weekend rallies that drew tens of thousands of people calling for the acquittal of the former guerrilla leaders, prompting foreign embassies to warn of potential unrest.

Kosovo Prime Minister Albin Kurti defended the independence struggle prior to the ruling, according to Deutsche Welle, our war was just, a war of liberation. Kurti added that officials hoped the KLA leaders would return free to their country and families.

Addressing the court in February as proceedings concluded, Thaci defended his record. Throughout my life, I stood with the people of Kosovo defending freedom, life and dignity, Thaci told judges, according to Deutsche Welle. I was always guided by the Western ideals of democracy, equality and justice.
