A proposed 16-kilometre motorway connecting Lahore and Raiwind has ignited a fierce debate within the Senate, raising critical questions about national development priorities and the equitable distribution of resources. The project, unveiled during a Senate Standing Committee on Planning and Development meeting, drew sharp criticism from lawmakers concerned about its scale and potential implications.

Her pointed inquiry,”Are you building a motorway just for one house?” underscored the committee’s concern that the project might be tailored to serve specific,high-profile interests rather than broader public needs. This sentiment highlights a growing unease about the clarity and fairness of infrastructure development projects across the nation.
Ministry’s response and PSDP Allocations
Officials from the Planning Ministry presented the project as part of the Public Sector Development Program (PSDP). They revealed that the previous year’s PSDP expenditure reached a substantial Rs1 trillion. For the current fiscal year, 55 new projects have been proposed, though they are still awaiting comprehensive reviews and No Objection Certificates (NOCs) from the Planning Commission. This influx of unapproved projects has added another layer of complexity to the committee’s oversight responsibilities.
Broader Infrastructure Funding and Foreign Aid
The committee also received updates on other significant infrastructure initiatives. An allocation of Rs100 billion has been earmarked for the N-5 Highway in Balochistan, a crucial artery for the region. Moreover,seven highway projects are slated to receive funding through foreign assistance. Notably,the Islamic Development Bank will finance three sections of the M-6 Motorway,while other segments will be developed through public-private partnerships,indicating a multi-pronged approach to national road network expansion.
Punjab’s Funding and Provincial Equity
In response to Senator Marri’s concerns about prioritizing projects in Punjab, officials clarified that the lahore-Raiwind route would be funded by the Punjab government. They also confirmed that the National Highway Authority (NHA) is currently conducting a land survey for the project. However, Senator marri reiterated the committee’s stance: no new motorway projects should be approved for Punjab until existing projects in other provinces reach completion, emphasizing the need for balanced regional development.
Cultural Heritage and Resource Allocation
Beyond infrastructure, Senator Sadia Abbasi brought attention to the deteriorating condition of Islamabad’s public library. She highlighted the alarming issue of termite damage affecting valuable books and proposed the establishment of an Allama Iqbal Research Center alongside a new national library. senator Abbasi stressed the importance of judiciously allocating development funds across all sectors, ensuring that cultural and educational institutions receive adequate attention and resources alongside large-scale infrastructure projects.
