AUSTIN,Texas – Imagine receiving a hefty bill for toll road charges you never incurred. That’s exactly what happened to a Central Texas woman who fell victim to a growing crime: license plate cloning.
“I knew immediately I was not driving the toll roads at all in Austin,” said Zamarripa, who received a bill with 51 separate charges. Then came another shock – a $74 bill from TxTag.
But the images captured by toll cameras revealed a disturbing truth.The car,while the same make and model as Zamarripa’s,was clearly not hers. It was damaged, lacked identifying features, and the people inside were strangers.
“So I immediately knew that someone had made fake license plates,” said Zamarripa.
After contacting toll agencies, who insisted the charges were valid, Zamarripa turned to the Austin Police Department.
“Basically involves the duplication or cloning of a license plate, which we’re suspecting is cloned and possibly used to probably avoid toll charges,” said Sgt. Christian Maynes with APD’s auto theft unit.
In Zamarripa’s case, she believes the culprits used blank vanity plates and applied black stickers to mimic her license plate number.
sgt. Maynes warns that license plate cloning can be perpetrated by individuals or organized groups.
“It’s basic identity theft of a vehicle,” said Maynes. “Ther’s some groups out there that are organized, that will clone a vehicle that from a license plate even up to the VIN. and then there’s other people that it’s isolated to where they’re just using it to hide their vehicle because they’re involved in some type of other criminal activity.”

“Starting to pay attention more to it now,” said APD spokesperson, officer Maynes. “Is this going to be a problem in Austin or is this an isolated incident?”
Maynes acknowledges that preventing license plate cloning is difficult.”That’s difficult. Not really,” said Maynes. “If you’re on social media, a lot of people like to post pictures. Avoid posting pictures of a vehicle and its license plate.”
Zamarripa ultimately had to take drastic measures, changing her license plates and dealing with the bureaucratic headache of disputing the charges.
“I did cancel the plates. I got new plates,” said Zamarripa.
Fortunately, TxDOT refunded the charges after Zamarripa provided a police report, and CTRMA cleared her account.
Zamarripa’s experience serves as a cautionary tale for drivers. She urges others to be vigilant,scrutinize their bills,and report any suspicious activity to authorities.
“There’s no doubt in my mind this is happening to other people,” said Zamarripa.
As for Zamarripa’s case,the Austin Police Department says the examination is ongoing.
