Malaysian Prime Minister Anwar Ibrahim will table the Budget 2027 proposals on Oct 9, facing intense pressure to balance cost-of-living relief for households against the country’s fiscal deficit. It was reported that the prime minister hinted at a special allocation for youths, pointing specifically to financial hardships and hunger faced by university students.
Wage Growth and Fuel Subsidies Pressure Budget 2027
As the Oct 9 tabling date approaches, analysts expect wage growth and household cost-of-living relief to form the centerpieces of the spending bill. At the same time, costly fuel subsidies could leave the government with less room to spend while attempting to narrow the fiscal deficit ahead of a high-stakes general election. Deloitte Malaysia tax and legal leader Sim Kwang Gek noted that Malaysia’s tax revenue stood at about 12.4% of gross domestic product in 2024 with a revised estimate of 12.6% for 2025, which she says is relatively low compared with several regional peers.
Anwar Ibrahim Addresses Student Hunger and Education Costs
Prime Minister Anwar Ibrahim stated at the Youth Economic Forum 2026 at the Kuala Lumpur Convention Centre that the government must address the reality that university students are going hungry and taking on debt to study. It was reported that Anwar emphasized the country possesses wealth and must listen to these grievances regarding education costs and low-income student needs. It was noted that Anwar did not disclose details of the measures being considered, stating that further announcements would be made when the 2027 Budget is tabled. Exploring the globe and these new disciplines is the domain of young people, (so) my responsibility is to provide the space, elevate the quality of education, and foster mastery of Malay, English, Chinese, Arabic, French, and German – go right ahead, give them the space,
he said.
Experts Urge Investment in People and Tax Refinement
Economists and consumer experts have urged Putrajaya to invest directly in the nation’s people to sustain long-term growth. Economist Prof Emeritus Dr Barjoyai Bardai said that Budget 2027 should treat education, healthcare, artificial intelligence, research, and workforce skills as productive infrastructure. Meanwhile, tax experts suggested the government should sweat its existing tax system by refining the sales and service tax and utilizing e-invoicing to close compliance gaps rather than introducing new taxes. At this stage, businesses are looking for greater certainty, consistency and simplicity rather than additional tax measures,
says Soh Lian Seng, head of tax at KPMG in Malaysia.
SST Exemptions Require Fine Tuning
A more practical approach would be to fine-tune the exemptions available under SST, either by broadening the scope of exempted services or by making the existing exemptions less restrictive.
Parliamentary Tabling And Unanswered Details
The exact figures, disbursement mechanisms, and specific tax adjustments remain unconfirmed until the official budget presentation. Prime Minister Anwar Ibrahim has not yet revealed how the administration will fund the promised youth allocations while maintaining fiscal discipline, leaving investors and households waiting for the parliamentary address on Oct 9.
