Mazón Secures Budget with Vox Amid DANA Recovery, Language Academy hit

The Carlos Mazón government, supported by Vox, has successfully passed the Autonomous Budgets for 2025 in Les Corts.The budget approval, delayed by nearly six months and overshadowed by the recent DANA catastrophe, includes measures to address the disaster’s impact while also implementing politically charged cuts.
After a lengthy debate,the 2025 Budget Law secured 53 votes from PP and Vox,overcoming the 46 votes against from PSPV and Compromís. Vox’s support hinged on specific concessions,notably reductions in funding for the Valencian Academy of the Language,unions,and employers.
Despite heated exchanges during the parliamentary process, the Valencian regional administration’s budget maintains a substantial total of 32.291 billion euros, marking an 8.36% increase. A significant portion of this increase,2.364 billion euros,is earmarked for water damage response and reconstruction efforts following the devastating DANA storm. This focus on DANA recovery is a key feature of the new budget.
vox’s influence in Les Corts led to agreements on reducing funds initially allocated to certain entities. The Valencian language Academy faces cuts of 800,000 euros. A Vox spokesman stated their intention to “strangle until the disappearance” the academy,an entity established after the Spanish transition and included in the Autonomous Statute.
limited cuts were also applied to unions, with UGT and CCOO each seeing reductions of just over 200,000 euros. The employer association CEV will receive approximately 100,000 euros less, partly due to the elimination of an agreement to finance company equality plans.
Tax Changes
amendments introduced by PP and VOX include fiscal changes, such as the elimination of the autonomic ecotax for the Cofrentes nuclear plant for two years. This measure will result in a 14 million euro revenue loss for Iberdrola this year.Additionally, the Heritage Tax has been adjusted, raising the exempt minimum from 500,000 euros to one million euros, exempting approximately 10,000 taxpayers and lowering the tax base for others.
Opposition parties PSPV and Compromís used the budget debate to call for Mazón’s resignation over the DANA response and criticized the pact with Vox. PP and Vox representatives contrasted the approval of the regional accounts with the central government’s inability to pass a state budget.
the Generalitat Valenciana’s accounts project a 1.2% deficit this year, around 1.7 billion euros, exceeding the Ministry of Finance’s target of 0.1%. the increased spending related to the DANA disaster will be financed through already approved FLA credit from the State, increasing the autonomous debt.
