Mexico City Designates New Cannabis consumption Zones, Prioritizing Public Harmony

Mexico City is refining its approach to legal cannabis consumption, designating three new public spaces for group use while scaling back activity near the Senate. The move, announced by local government official César Cravioto, aims to balance the rights of consumers wiht the comfort and safety of the broader public.
New Designated Zones for Cannabis Consumption
Following a 2021 Supreme Court ruling that decriminalized recreational marijuana use, the city is establishing dedicated areas for responsible consumption. The three newly approved locations are:
Plaza de la Concepción: Situated on Belisario Domínguez and the central axis.
José Saramago Reading Square: Located in front of the interior circuit and Paseo de la Reforma.
Outskirts of the Senate: This location will function solely as an information point, not a consumption area.
These locations were chosen to foster a more harmonious coexistence between cannabis consumers and other citizens, according to Cravioto. Previously popular spots near the Hidalgo metro, the Estela de Luz, the entrance to Chapultepec Park, and Juárez Avenue saw notable crowding, leading to concerns about public disruption.
Ensuring Responsible Consumption: New Regulations
The city isn’t simply opening these spaces without oversight. Cravioto emphasized a commitment to responsible consumption through a series of key regulations:
No Sales or Exchanges: Commercial activity, including the sale or exchange of cannabis, is strictly prohibited within the designated zones.
Substance-Free Habitat: The consumption of any substances other than cannabis is forbidden.
Respect for Public Space: Consumers are expected to avoid disturbing passersby or negatively impacting the surrounding environment. Possession Limits: Regulations will limit the amount of cannabis individuals can possess within these areas.
Government Oversight: A dedicated representative from the Government Secretariat will be stationed at each location to ensure compliance with these rules on a permanent basis.
“The three points where there were a lot of peopel leaving the Hidalgo Metro, in the Estela de Luz, at the entrance of Chapultepec, and in Juárez Avenue; thay were three points very busy by people, and in the other spaces we believe that coexistence between citizens and the consumers themselves can occur otherwise,” Cravioto explained.
Landmark Supreme Court Ruling Paved the Way
The establishment of these zones is a direct result of a landmark 2021 decision by the Supreme Court of Justice of the Nation (SCJN). The court declared the prohibition of recreational marijuana consumption and sales unconstitutional, establishing a legal framework for group consumption areas like these. This ruling acknowledged the individual right to choose whether or not to consume cannabis responsibly.
