The event: Typhoon 13 and the Mie Prefecture Flooding
on September 9-10,2023,Mie Prefecture,Japan,experienced severe flooding as a result of torrential rainfall brought by Typhoon 13,internationally known as Fanapi. The typhoon made landfall in western Japan, bringing sustained heavy precipitation to the region. The most dramatic impact was the inundation of numerous underground parking structures,trapping vehicles and prompting large-scale rescue operations. NHK World-Japan reported over 180 vehicles were flooded in underground parking lots in Mie Prefecture.
Ise City and Toba City were particularly hard hit. The rapid accumulation of rainwater overwhelmed drainage systems,leading to the swift flooding of low-lying areas and,critically,underground parking facilities.
