on September 9-10,2023,Mie Prefecture,Japan, experienced severe‌ flooding as a result of torrential rainfall brought by Typhoon 13,internationally ⁣known as Fanapi. The typhoon made landfall ‍in western Japan, bringing sustained heavy precipitation to the‍ region. The most dramatic impact was the inundation of⁤ numerous underground parking structures, trapping vehicles and prompting large-scale rescue operations. NHK World-Japan reported over 180 vehicles‌ were ⁣flooded in underground ⁣parking‍ lots in Mie Prefecture.

Ise City and Toba City‌ were particularly hard hit. The‍ rapid accumulation⁢ of rainwater ‌overwhelmed drainage systems, leading⁢ to the swift‌ flooding of low-lying areas and, critically, underground parking ‌facilities. The design of these structures,⁣ frequently enough situated below ground level, made them especially susceptible to inundation.
