During this meeting, which took place just before the statutory deadline, labor representatives proposed a minimum hourly wage of 12,130 won, while management suggested 9,650 won. This marked a substantial gap of 2,480 won, with a 110 won discount from the previous offer.

In an attempt to advocate for their cause, labor presented a petition signed by 100,000 individuals supporting the minimum hourly wage of 12,000 won for the upcoming year. On the other hand, business representatives argued that such a raise would have detrimental effects on small and medium enterprises as well as the self-employed, thereby hindering job creation for the vulnerable and unstable class.
