Jazmin Dawn Meyer, a 19-year-old resident of Warroad, Minnesota, faces a felony count of animal torture after investigators discovered a severely starved dog dead inside a trailer home, according to court documents filed in Roseau County. The charge carries a maximum penalty of two years in prison, with a court appearance scheduled for a later date.
Roseau County Charges and Investigation Timeline
Roseau County deputies initially responded to the Lakewood Trailer Park residence in Warroad in January, following reports of a dead dog inside the home. When questioned by law enforcement, Meyer claimed the animal was dead but asserted it had been fed and must have ingested something harmful inside the residence. She also told deputies she intended to dispose of the carcass, but the ground was frozen solid. In February, the property owner contacted authorities again to report that Meyer had abandoned the residence, leaving the animal’s remains inside. An investigator with the Minnesota Humane Society retrieved the dog and submitted it for a necropsy to determine the cause of death. Laboratory findings released in May revealed the dog’s bone marrow contained a fat content of just 0.4%, a stark contrast to the 59.4% typically observed in a healthy canine. By June, investigators concluded the animal had suffered severe starvation over a period of months and was confined to a kennel contaminated with its own urine and feces.

Public Response and Online Petition
The case has drawn public scrutiny, generating an online petition titled Prohibit Jazmin Meyer from owning animals for 10 years,
which has gathered 53 signatures. The petition’s author argues that stricter legal outcomes in Roseau County are necessary to deter future neglect and establish a precedent for animal protection measures. Organizers of the petition advocate for a decade-long ban on pet ownership, fostering, or care as a condition of any potential probation.
