QO is a system in which the former team of a player who has become a free agent prioritizes the offer to remain on a one-year contract. The amount offered is calculated from the average of the top 125 players with annual salary and is $21.05 million (about 3.2 billion yen) for this season. If a player who receives an offer declines the QO and signs with another team, his former team may receive draft picks as compensation.

Since the 2012 offseason, when the QO was introduced, only 13 players have accepted and stayed, which is a rare case. Many free agent players enter into contract negotiations with other teams, but the trend is for players to submit a QO first so that their former teams do not miss the opportunity to receive compensation.
