Budget Highlights and Key Changes
Just before midnight on december 5, 2025, the Bulgarian Ministry of Finance released the draft Law on the State Budget for the Republic of Bulgaria for 2026, alongside an updated medium-term budget forecast covering 2026-2028. The documents outline the government’s financial plans and the reasoning behind them, available for review on the Ministry of Finance website here.

Significant Policy Revisions
The draft budget incorporates several notable revisions compared to previous proposals. Specifically, plans to increase the dividend tax from 5% to 10% have been dropped. Additionally, a previously planned 2 percentage point increase in insurance contributions, slated for January 1, 2026, will not be implemented.
Moreover, the requirement for businesses to implement the SUPTO sales management system in commercial establishments has been removed from the legislation.
Public Sector Wage Increases and Income Caps
