Juanma Moreno, the current president of the Junta and the candidate for the Partido Popular de Andalucía (PP-A), has called on the PSOE-A and Vox to abstain during his investiture if his party narrowly misses an absolute majority in the elections scheduled for May 17, 2026.

Speaking to Canal Sur Radio on May 15, 2026, the final day of the electoral campaign, Moreno argued that if the PP-A were to fall short of a majority by a single seat, it would be “logical and sensible” for other parties to abstain to allow the government to begin functioning.

Moreno stated that finishing just one seat shy of an absolute majority represents “a massive support for a political option,” suggesting that opposing parties should recognize this mandate by abstaining rather than voting against his investiture.

The candidate’s appeal comes amid a clear divide with other political leaders. Both María Jesús Montero, the PSOE-A candidate for the Junta, and Santiago Abascal, the president of Vox, have previously stated they would not abstain under any circumstances to permit Moreno’s investiture.

Moreno warned that a refusal to abstain would lead to political “blockage,” which he claims would ultimately harm the citizens of Andalucía. He cautioned that without such abstentions, the region could be left without a formal government until November, remaining under a caretaker administration with severely limited capabilities.

According to Moreno, a caretaker government would be unable to approve laws, pass a budget, or even convene new civil service examinations, describing the resulting situation as “a mess.”

Regarding potential coalitions, Moreno ruled out seeking agreements with Vox similar to those established in Extremadura and Aragón if he fails to secure an absolute majority.

He criticized the leadership of Vox, arguing that the party is directed from Madrid by Santiago Abascal, who Moreno claims does not understand the specific realities and peculiarities of Andalucía. Moreno questioned the wisdom of allowing a leader residing in Madrid to decide the fate of a budget totaling 53 billion euros for an autonomous community that he compared in scale to the country of Portugal.

Moreno further asserted that Vox lacks the necessary government structures and experience to assume responsibility for a region of Andalucía’s size, warning that the stability and reliability achieved by the region could be jeopardized without a stable government.

In a separate interview with Cadena Cope, Moreno acknowledged that Notice “points of encuentro” or areas of common ground between the PP-A and Vox. These include the defense of the territorial integrity of Spain, support for the state’s security forces, and the toughening of the Penal Code to combat criminals and drug traffickers.

However, he drew a firm line regarding Vox’s policy of “national priority,” which he dismissed as a campaign slogan. Moreno stated that the limits of governance are defined by the Constitution, the statutes of autonomy, and existing laws, rather than such slogans.

The PP-A candidate also highlighted the precarious nature of the current electoral map, noting that there are four provinces where a single deputy remains “in the air.” He identified Córdoba, Huelva, Cádiz, and Málaga as the critical areas; if the PP-A loses those four seats, he acknowledged they would lose their majority.

Moreno framed the upcoming May 17 vote as a choice between two different models of politics. He defended his record of “moderation, concord, and coexistence,” arguing that this model is at risk if the PP-A does not secure a majority of stability and security.
