The “Industry Monitor 2024: Health Insurance,” released by VERS Leipzig, examines key performance indicators across the sector, highlighting both successes and challenges.
Key Findings on Insurance Business Rates
The study, which covers the period from 2018 to 2023, found that insurance business rates for the largest private health insurers ranged from a high of 18.7% at LKH (Landeskrankenhilfe) to a low of 7.1% at debeka. Though, individual years saw even greater extremes, wiht one year showing Koblenz at a low of 2% and LKH reaching nearly 24%. LKH also exhibited the greatest fluctuation,with a range of almost 10 percentage points.
Revenue Performance Among Top Providers
According to the report, the 25 private health insurers with the highest sales generated insurance business results ranging from 829.85 million euros (DKV Deutsche Krankenversicherung AG) to 27.87 million euros (Nürnberger Krankenversicherung AG) between 2018 and 2023. These figures are based on the PKV index catalogue.
leaders and Laggards in Insurance Business Transaction Rates
The insurance business transaction rate, another metric detailed in the PKV indicator catalog, showed LKH at the top with 18.7% over the six-year period (2018-2023), while Debeka health insurance association AG recorded 7.05%.
Other companies with comparatively low single-digit percentage rates include HUK-Coburg-Krankenversicherung AG, Barmenia Krankenversicherung AG, and ERGO Krankenversicherung AG, the latter of which is not fully active in the full insurance business.
Along with LKH, R+V krankenversicherung AG, DKV, and Generali Deutschland Krankenversicherung AG also posted comparatively high result rates of over 16%.

Across the sector, gross contributions earned increased at a slower pace than the combined final and administrative expenses, as well as the amount of claims (plus 7.1%).
For Koblenz, claims increased by just over 8% to almost 7.25 billion euros. Gross premiums earned decreased by 0.5% to just under 7.84 billion euros.
This resulted in the highest damage quota across the industry at 92.5%. Only two other market participants achieved values over 90% during the observation period: HUK-Coburg in 2023 and Debeka in 2019.
