Southeast Asia faces pressing economic dilemmas regarding regional integration and supply chain reliance on China as trade policy shifts, according to findings presented by the Department of Trade and Investment (DTI). The organization shared its regional assessment ahead of the World Bank-IMF Annual Meetings, outlining strategic recommendations dubbed the Bangkok Policy 2026 to shape global trade debates.

Bangkok Policy 2026 Recommendations Presented to International Delegates

Researchers and policymakers gathered to brainstorm regional needs under the objective of presenting a collective Voice of ASEAN in international policy debates. DTI deputy executive director Wimon Puntuking noted that researchers would present these insights to international delegates during the World Bank-IMF side event in Bangkok. The proposed solutions and main findings are intended for distribution to ASEAN think tanks to support ongoing policy development.

Supply Chain Resilience and China Economic Ties

Regional economies face two primary dilemmas: whether ASEAN should deepen regional integration prior to pursuing wider global engagement, and how member states ought to manage their economic reliance on China, the initial conversation on supply chain transformation revealed. Participants highlighted the gap between trade policy and business practice, noting the need to simplify support for local small and medium-sized enterprises (SMEs) and provide safeguards for local business from substandard, low-cost imports. Member states must enhance supply chain traceability to meet international standards while upgrading local industrial capabilities toward higher-value manufacturing and technology transfer, delegates noted.

Improving Artificial Intelligence Integration Across ASEAN

A second session focused on the integration of artificial intelligence in ASEAN, identifying key challenges and development priorities across the region. Participants noted a gap between corporate AI policies and actual employee AI use, highlighting the need for a practical governance framework rather than complete prohibitions. Strong data governance should provide a foundation, covering data ownership, accessibility, security, and cross-border flows, though varying regulations on data protection, intellectual property, and data transfers could complicate regional cooperation, delegates observed.

Strategies for Achieving Sustainability Policy Harmony

Discussions on sustainability challenges emphasized that successful initiatives depend on people, with delegates expressing concerns about effectively implementing existing policies and achieving alignment between Thailand and other ASEAN members. The primary policy session produced three recommendations, starting with effective mechanisms and coordination to turn both new and existing policies into successful actions. Sustainability practices should include clear guidance and communication at all levels, including inter-ministerial working groups and necessary monitoring systems, according to the discussion paper.

DTI executive director Suphakit stated that the organization will act as analyst and researcher on issues requiring further study, ensuring discussion points drawn from stakeholder consultations remain comprehensive. Mr Suphakit noted that Thailand should drive key initiatives during its leadership term before assuming the ASEAN chairmanship in 2028, with DTI aiming to deliver strategic recommendations to the cabinet.
