NCPO Warns of Impending Flash Floods

The National Council for Peace and Order (NCPO) has issued a warning regarding the possibility of flash floods occurring between September 25 and September 30, 2023. With water banks overflowing and several large dams at risk of exceeding their capacity, the situation calls for immediate attention and preparedness.

On September 22, 2023, the National Water Administration released Publication No. 20/2023, which focuses on monitoring flash floods, overflowing water banks, and water reservoirs at risk. A monsoon trough has been identified across the lower central, eastern, and upper southern regions, while the southwest monsoon is expected to intensify. Consequently, heavy rainfall is anticipated in certain areas of the central and eastern regions, with the southern region expected to experience heavy to very heavy rainfall. The Water Resources Information Institute, a public organization, is actively involved in monitoring and predicting flooding and mudslide-prone areas upstream.

Areas at Risk of Flash Floods and Landslides

The Department of Water Resources and the Department of Mineral Resources have identified areas that require monitoring between September 25 and September 30, 2023:

  1. Eastern Region:
    • Rayong Province: Mueang Rayong, Klaeng, Pluak Daeng, and Khao Chamao Regions
    • Chanthaburi Province: Mueang Chanthaburi Region, Makham, Tha Mai, Soi Dao, Khao Khitchakut, Laem Sing, and Khlung
    • Trat Province: Mueang Trat Area, Khao Saming, Bo Rai, Koh Kood, and Koh Chang

  2. Southern Region:
    • Chumphon Province: Tha Sae and Phato Districts
    • Ranong Province: Mueang Ranong, Kapoe, La-un, Suksamran, and Kra Buri Districts
    • Phang Nga Province: Mueang Phang Nga District, Khura Buri, Takua Pa, Kapong, and Thai Mueang
    • Phuket Province: Mueang Phuket, Kathu, and Thalang Region
    • Krabi Province: Mueang Krabi Region, Khao Phanom, Ao Luek, Khlong Thom, Plai Phraya, and Koh Lanta
    • Surat Thani Province: Mueang Surat Thani Region, Phanom, Ban Ta Khun, and Koh Phangan
    • Satun Province: Mueang Satun Region, Khuan Don, Khuan Kalong, Thung Wa, and Manang
    • Trang Province: Mueang Trang Region, Palian, Na Yong, Kantang, Huai Yot, Hat Samran, Ratsada, and Wang Wiset
    • Phatthalung Province: Pa Bon and Tamode Districts
    • Songkhla Province: Sadao District
    • Nakhon Si Thammarat Province: Chang Klang, Phipun, Chawang, Thung Yai, and Tham Phannara Region

Areas at Risk of Water Overflowing Banks and Flooding

The following areas are at risk of water overflowing banks and flooding in low-lying areas:

  • Along the Kwai Noi River, Phitsanulok Province
  • Chao Phraya River, Chainat, Ang Thong, and Phra Nakhon Si Ayutthaya Provinces
  • Lam Nam Kam, Nakhon Phanom Province
  • Lam Se Bai, Yasothon Province
  • Lam Pao River, Si That District, Udon Thani Province, and Mueang Kalasin District, Kalasin Province
  • Lam Nam Yang, Phon Thong District, Selaphum District, Roi Et Province
  • Mun River, Ubon Ratchathani Province
  • Trang River, Trang Province
  • Tapi River, Surat Thani Province

Large Reservoirs with Water Volume Exceeding Capacity

It is crucial to closely monitor several large reservoirs that are at risk of exceeding their maximum operating criteria (Upper Rule Curve). These reservoirs include Mae Ngat Somboon Chon Reservoir in Chiang Mai Province, Huai Luang Reservoir in Udon Thani Province, Nam Phueng Reservoir, Nam Oon Reservoir, and Nong Han Reservoir in Sakon Nakhon Province, and Lamphao Reservoir in Kalasin Province. Additionally, medium and small reservoirs with water levels above 80 percent and showing an upward trend pose a risk of water overflow, potentially affecting areas downstream.

Recommended Actions

In preparation for the impending challenges, relevant agencies have been advised to take the following steps:

  1. Continuous monitoring of weather conditions and water levels, particularly in areas accumulating more than 90 millimeters of rainfall within a 24-hour period and areas prone to frequent flooding or inadequate drainage mechanisms in urban areas.
  2. Inspection and assessment of the stability and functionality of reservoirs, water management buildings, water pumping stations, and monitoring systems. Regular maintenance and repairs of river embankments and clearance of waterways from obstructions are vital.
  3. Modification of water management plans, reservoirs, drainage dams, flood gates, and irrigation systems to effectively handle the prevailing situation. Flexibility in water control is essential, accompanied by timely flood drainage measures. Additionally, organizing water traffic to impede downstream effects can help reduce the impact, while optimizing water storage for future use during the upcoming dry season is also advisable.
