Strategic Leadership Changes
The appointment of Choueiri is part of a broader series of leadership and structural shifts at the advertising holding company. This follows the appointment of Cindy Rose as CEO in September 2025.
On March 26, 2026, WPP also appointed Guillaume Epstein as the global head of commercial. Epstein, a former Publicis executive, joins the company as part of a simplification push that is a key pillar of CEO Cindy Rose’s turnaround strategy.
WPP has named Elav Horwitz as its first-ever Chief Innovation Officer.
The ‘Elevate28’ Turnaround Plan
The leadership changes coincide with a strategic reset titled Elevate28
, a two-year plan unveiled by Cindy Rose on February 26, 2026, to return the company to growth.
The plan was introduced following a period of significant financial decline. When Rose took over as CEO in September 2025, WPP’s share price had reached a 16-year low.
On February 26, 2026, the company reported an 8.1% year-on-year revenue decline. This announcement resulted in shares falling a further 10% as trading opened.
