Pestilential carriage bans loom over New York City as the City Council prepares to vote soon on legislation that would phase out horse-drawn carriages in Central Park by June 1, 2028, Der Schweizer Bauer reported.

The Central Park Carriage Ban Timeline

The proposed legislation establishes a final operational cutoff date of June 1, 2028, for the historic carriage trade. Before the ban takes effect, the New York City Council must approve the bill.

Industry Reaction and Worker Protection Claims

The horse-drawn carriage industry in New York City is facing extinction, Mamdani wrote on the social media platform X, adding that the government intends to ensure the rights of drivers, operators, and animals are protected. Specific details regarding worker transition programs or compensation remain unreleased.

The carriage drivers’ union told The New York Times that the proposed bill is too weak to adequately protect workers facing job losses.

Safety Concerns and 150 Years of Operation

Carriages have operated in Central Park for roughly 150 years, drawing consistent demand from tourists while sparking decades of conflict. Animal welfare advocates have long pushed for an outright ban, arguing that horses endure overwork, poor stabling conditions, and vulnerability to panic in dense urban traffic. Industry operators consistently reject those allegations.

Public safety pressure intensified sharply following a fatal incident in June 2026. An 18-year-old visitor from India died after jumping from a moving carriage to reach his mother, who had been thrown from the vehicle. The teenager sustained severe injuries and was pronounced dead at a hospital.

City Council Vote Scheduled for Late October 2026

City Council member Julie Menin expressed confidence that the measure has secured sufficient support to pass during the upcoming vote. If approved by the City Council, the legislation initiates a nearly two-year winding-down period ahead of the absolute operational ban on June 1, 2028.
