Outrageous images in a hospital in Vâlcea, where the patients ended up staying in bed two at a time.

Dirty linen, the walls, the furniture, the sanitary items in an advanced state of decay, the patients forced to stay two in bed. These are the accusations launched by a local councilor who recently visited the Drăgășani Municipal Hospital and who was shocked by the situation he encountered there.

“I can’t keep quiet when I know these things. And I will stop only when order is made. This is about people and their health. About their lives!

And at some point it can also be about our health and life. What will we do then? Will we have to get here? I don’t want that!

I want those responsible to urgently take the necessary measures or be held accountable! Too much banter, for too long!

But reality beats any imagination,” is the message posted by a local councilor, Marian Roșca, on a social media page. At the end of last week, the representatives of the Insurance House went there and started an inspection.

The reaction of the Vâlcea authorities

The representatives of the Vâlcea Health Insurance Company sent a statement following the appearance of these images in the public space.

We reproduce the institution’s statement below:

“Following the information appearing in the online environment regarding the conditions endured by patients admitted to the Drăgășani Municipal Hospital, CAS Vâlcea makes the following clarifications:

1. The management of this health unit is ensured by a manager who has a management contract concluded with the representatives of the local authorities in Dragășani, the health unit being coordinated by UAT Dragășani.

2. CAS Vâlcea has the legal obligation to enter into contractual relations with any medical service provider if it meets at least the following conditions:

a) is authorized according to the legal provisions in force;

b) is accredited or enrolled in the accreditation process, according to the regulations of Law no. 95/2006, republished, with subsequent amendments and additions, and those of Law no. 185/2017 regarding quality assurance in the health system, with subsequent amendments and additions.

3. In the case of the Drășășani Municipal Hospital, there are documents at the level of our institution that attest to the fulfillment of these conditions by the health unit, documents issued by the competent institutions of the Romanian state, respectively:

a. The Ministry of Health, through DSP Vâlcea – for the sanitary operating authorization;

b. The National Health Quality Management Authority (ANMCS) for the accreditation of this health facility.

4. Consistent with our policy – zero tolerance – for any violations of the contractual obligations committed by the suppliers in a contractual relationship with our institution, CAS Vâlcea reports itself and will carry out, at its level of competence, respectively the provision of medical services to the quality standards imposed by the legal provisions, compliance with the contractual obligations that the Drăgășani Municipal Hospital assumed through the contract concluded with CAS Vâlcea, checks at this institution, requesting also the other institutions – Dragășani City Hall and DSP Vâlcea to carry out rigorous checks and order corrective measures and laws that are imposed.

5. CAS Vâlcea welcomes and encourages any civic attitude that aims to report irregularities in the activity of some medical service providers, irregularities that are often found in poor quality medical services, circumvention of the FNUASS, etc., but we appeal to whistle-blowers not to throw in the yard of our institution the problems whose resolution belongs to other institutions and/or local or central authorities”.
