[Overseas Doctors]The Hong Kong Government Announces the First List of Recognized Medical Qualifications Involving 27 Overseas Universities in the UK, the US and Australia – Hong Kong Economic Times – TOPick – News – Society

The Government set up a committee under the Medical Council under the revised Ordinance in November last year to review non-local medical courses of similar quality to those of the two universities in Hong Kong, so as to formulate recognized medical qualifications The list will be published by the Registrar of Physicians.

The Director of Health and the Registrar of Physicians announced today (27th) the list of the first batch of medical qualifications recognized by the Special Registration Committee, involving 27 institutions from Australia, the United Kingdom, Canada, Singapore and the United States. The list will be released on the 29th of this month. It is gazetted on the same day and will take effect on the same day, and will be submitted to the Legislative Council on May 4 for a pre-formation-then-deliberation process.

According to the Ordinance, when drawing up the list of recognized medical qualifications, the Commission will consider and recommend medical qualifications that meet the following descriptions, including:

  • The relevant medical qualification is a degree or higher
  • The body awarding the medical qualification is generally comparable to any university that awards the local medical qualification in terms of international rankings
  • Roughly comparable to medical qualifications awarded by any local university in terms of the following items
    1. Contents of courses related to medical qualifications
    2. The language of instruction of the course
    3. Any other aspects the Committee deems appropriate

In order to draw up the list of recognized medical qualifications as soon as possible, the Committee has engaged the Hong Kong Council for Accreditation of Academic and Vocational Qualifications to provide support in its related work. After careful deliberation, the committee has delivered the list of the first batch of 27 medical qualifications recommended for accreditation to the Registrar of Physicians and is continuing to actively advance the accreditation work for other non-local medical courses with a view to submitting the remaining accreditation in batches as soon as possible. The Secretary for Food and Health, Sophie Chan, said that the public medical system is currently lacking doctors. The announcement of the first batch of recognized medical qualifications at this time is just to allow qualified non-locally trained doctors to come to Hong Kong to serve in public medical institutions through the special registration route as soon as possible. Students studying medicine outside Hong Kong can also refer to the relevant list for further study options. She stressed that the Government will continue to strengthen the promotion of various registration channels under the Ordinance through various economic and trade offices to encourage more qualified non-locally trained doctors to practise medicine in Hong Kong.

The authorities pointed out that since the gazetted of the Medical Registration (Amendment) Ordinance 2021 on October 29, 2021, non-locally trained medical practitioners with recognized medical qualifications can apply for special registration channels to come to Hong Kong for public medical services if they meet the relevant conditions. Institutions (i.e. the Hospital Authority, the Department of Health, the University of Hong Kong and the Chinese University of Hong Kong) work as doctors and are formally registered to practise medicine in Hong Kong after serving a certain period of time, obtaining a recognised specialist qualification and passing an assessment.

For non-locally trained medical graduates who hold recognised medical qualifications but have not yet practiced outside Hong Kong, if they meet the relevant conditions, they can take the Licensing Examination of the Medical Council of Hong Kong (MC) to apply for the special registration route in the public sector in Hong Kong Practicing in a medical institution can also be formally registered after meeting the conditions applicable to all specially registered doctors.
