Human Capital and Global Talent Attraction in Top Cities
Oxford Economics evaluated roughly 1,000 cities worldwide across five key indicators: economics, governance, human capital, environment, and quality of life. The 2026 rankings placed New York, London, and Paris at the very top, while cities like Seattle and Dublin also posted strong showings. Cities ranking near the top consistently scored high in human capital, an indicator that measures residents’ skills, educational attainment, and population diversity. Boston secured the seventh spot in the 2026 index due to a dense concentration of universities and a high-income knowledge economy. That local wealth feeds public spaces, transforming former elevated highways into the Rose Kennedy Greenway—a park featuring gardens, fountains, and public art—alongside publicly accessible institutions like the Harvard Art Museums. Dublin, ranked sixth in the 2026 index, uses talent produced by educational institutions such as Trinity College Dublin to attract multinational corporations like Google, Meta, Microsoft, and Accenture. This corporate investment has driven redevelopment along the docklands surrounding the River Liffey. London claimed the number one position in human capital, with foreign-born residents accounting for nearly 40 percent of its total population. This demographic diversity has reshaped the city’s food scene, offering visitors culinary options ranging from Brick Lane Market to Borough Market.
Cultural Investment and Urban Quality of Life
Economic scale alone does not define a city’s appeal, as demonstrated by Paris, which placed third overall. Paris scored exceptionally high in the quality-of-life indicator, supported by high life expectancy and extensive cultural access. The city houses 130 museums, including 11 municipal museums that have offered free admission to permanent collections for all visitors regardless of nationality since 2001. Many other museums in the city grant free entry at least once a month. Seattle ranked fourth overall, drawing strength from its quality-of-life score and artistic resources such as the Seattle Art Museum and its grunge music history tied to bands like Nirvana and Pearl Jam. The city recently completed a 20-acre waterfront park project. Removing a highway in Seattle opened up walking paths, a new pier, and bike lanes with views of Puget Sound.
