The evaluation that some progress has been made in the 4th peace negotiations came from both Russia and Ukraine.

Ukraine, which demands security guarantees, said negotiations have become more realistic.

The Russian side, which advocates for the neutralization of Ukraine, said there was little hope for a settlement.

There was also a more detailed foreign media report that the negotiating delegations from both sides were preparing a 15-point peace plan.

Ukrainian forces are allowed to remain, but the level of armament is limited, and Russian troops are withdrawn.

However, the Kremlin said the reports were “too early to disclose the contents of the interim agreement.”

The issue with the largest difference in position seems to be the neutralization model.

Russia is hoping for some form of neutrality like Sweden or Austria, but Ukraine is known to have rejected it.

It is said that the United States and Britain are insisting on measures to ensure the safety of Ukraine.

In the midst of this, Russian President Vladimir Putin has reiterated his previous position that there is no plan to occupy Ukraine, and that the goal is to demilitize.

Russia is of the position that a summit between the two countries can only be held until a specific agreement is reached.
