Passed the sandbox deliberation for wireless charging regulation while parking electric vehicles

As early as the fourth quarter, electric vehicles and electric kickboards will be able to be charged wirelessly. The Ministry of Science and ICT announced on the 9th that it had held the ‘ICT Regulation Sandbox Review Committee’ and approved the electric vehicle wireless charging service applied by Hyundai Motor Company and the electric kickboard wireless charging station applied by SKC.

The electric vehicle wireless charging service was not available in Korea because the frequency band was not allocated under the domestic radio law. However, in this regulatory sandbox, the test was made possible within the restricted area for a certain period of time with the approval of a special demonstration.

If you collect the garbage from the food delivered and put it out, it separates and disposes of it, and domestic medical staff treats overseas citizens non-face-to-face with a mobile application (app), and then issues a prescription that can be purchased at a local pharmacy. For the disabled and the elderly with reduced mobility, an accompanying manager will take them to the hospital in a special vehicle, and they will be able to sign up for mobile communication without face-to-face by receiving authentication through the simple identity verification app ‘PASS’ and their account.

It is an innovative service that the Ministry of Science, ICT and Future Planning opened and approved the ‘ICT Regulation Sandbox Review Committee’ on the 9th. The regulatory sandbox is a system the government has been implementing for two years and seven months to create new industries and spread convergence services. The service launch time varies from company to company, but it is expected to be implemented as early as next month or early next year at the latest.

According to the Ministry of Science and ICT, a total of 124 cases have passed the deliberation since the implementation of the system in January 2019. In particular, this time, there were many tangible services that solved the inconvenience of the people. Startup Covering opened up a market for separating and disposing of delivery waste, which was blocked by the Waste Management Act and it was unclear whether the service would be implemented. If you collect garbage after eating delivered food, it separates recyclable plastic and food waste and disposes of general waste such as packaging materials. In a situation where delivery waste is rapidly increasing due to COVID-19, it has overcome the regulatory sandbox threshold with a service that reduces consumer inconvenience and makes recycling and waste disposal more efficient.

A way has also been opened for overseas citizens, including overseas dispatched workers, to receive non-face-to-face treatment from Korean medical staff. Puzzle AI Consortium received a temporary license as a service to purchase medicines at local pharmacies by using the mobile app ‘Boodac’ to receive medical treatment and prescriptions. Under the current medical law, medical personnel can only issue prescriptions to patients who have undergone a medical examination, and medical services can only be performed within medical institutions. However, the committee placed additional conditions such as prohibition of non-medical personnel from attracting patients and the duty to guide patients who received prescriptions on their behalf. The Puzzle AI Consortium plans to start the service within a month at the latest.

Jin Mobility will be able to introduce a service that allows platform taxi drivers to remotely inspect vehicles and shift work from outside the garage. It is expected that it will contribute to increasing the revenue of drivers and transport companies, reducing refusal to ride, and preventing illegal subcontracted taxis by improving the efficiency of taxi dispatch routes. Byeol and Debareum received a special demonstration for a service where the accompanying manager visited the house in a special vehicle to help the disabled and the elderly with reduced mobility to go to the hospital comfortably.

Hyundai Motor Company, which passed the regulatory sandbox with its electric vehicle wireless charging service, will produce 85 electric vehicles capable of wireless charging in the fourth quarter and start a demonstration project. The Ministry of Science and ICT approved the service, saying, “It is a new technology that greatly improves user convenience compared to wired chargers, and it is expected to expand the supply of electric vehicles and revitalize the front and rear industries.”

The frequency band for wireless charging of electric vehicles is 85 kHz. However, this band was useless because it was not allocated to wireless charging of electric vehicles under the domestic radio wave law. It means that we have been blocked by the wall of ‘positive regulation’ that allows only those listed in the law. Hyundai Motor Company is already working with Witricity, the world’s leading company in the wireless charging field. At the Geneva Motor Show in Switzerland in 2018, the Kona Electric concept car with wireless charging was also unveiled. If Hyundai Motor succeeds in mass-producing a wireless charging electric vehicle, there is a possibility that it will be recorded for the first time in the world.

The electric kickboard wireless charging station applied by SKC is a similar case. The frequency band used for wireless charging of shared kickboards is 125 kHz, but the Ministry of Science and ICT has interpreted it as “If you comply with the technical standards such as the center frequency and electric field strength stipulated in the Radio Act, it can be used after obtaining permission for radio wave application equipment.” Regulatory barriers have been broken down by active administration.

Minister of Science and ICT Lim Hye-sook said, “In addition to approving regulatory exceptions in consultation with relevant ministries, we are working together so that related regulations can be reorganized by launching new technologies and services after approval, and accumulating and verifying empirical data.” We will make efforts to promptly improve regulations for tasks that have confirmed safety and user benefits,” he said.
