Ocean Blue Smart Co., Ltd., the operator of the shared bicycle service “P!PPA,” has entrusted lawyers with developing the service amidst debt restructuring. Kochi City, which had entrusted its bicycle-sharing business to the company, has decided to discontinue the service due to difficulties in resuming operations.
Established in August 2017, Ocean Blue Smart’s main business, “P!PPA,” is a user-friendly system that allows customers to rent bicycles for as low as 110 yen for 30 minutes. The service has expanded to various areas, including Tokyo, Kyoto, Miyazaki, and Kochi. Additionally, the company has a system for collecting and distributing underutilized spaces, aiming to monetize dead spaces.
However, Kochi City reported being unable to contact Ocean Blue Smart from early September, leading to the suspension of the service and collection of bicycles on the 19th. This decision prioritized user safety. Other local governments and tourist destinations that have introduced the service are also facing difficulties in contacting the company, resulting in widespread confusion.
