Philippines Prioritizes Skills Alignment to Boost Workforce at ASEAN Meeting

– The Department of Education (DepEd) is intensifying efforts to bridge the gap between education and employment, championing reforms aimed at strengthening technical-vocational education and training (TVET) and aligning learning with the demands of the workforce. This push was highlighted during the 16th ASEAN Qualifications Reference Framework Committee (AQRFC) Meeting, where the Philippines showcased its progress in harmonizing qualification systems across Southeast Asia.

Education Secretary Sonny Angara emphasized the critical link between education and national competitiveness. “Our biggest asset is our people. Under President Marcos Jr.’s leadership, we are envisioning a more creative and innovative Filipino learner, which will significantly boost industry,” Angara stated, according to a DepEd press release.

At the heart of the Philippines’ strategy is the updated Philippine Qualifications Framework (PQF). This national system is designed to connect basic education, technical-vocational training, higher education, and employment into a cohesive structure. The revised PQF now features eight qualification levels aligned with the ASEAN regional reference framework, facilitating the recognition of Filipino credentials across borders.

The reforms aim to create clearer pathways for learners, whether they pursue higher education, technical-vocational tracks, or direct employment. The updated PQF introduces vertical, horizontal, and diagonal pathways between technical-vocational education and higher education, offering greater flexibility and options for students.

Specifically, Senior High School is now mapped to Level 3 within the PQF, clarifying its position within the broader qualifications system. Micro-credentials have been formally integrated, allowing learners to build competencies in a more modular and flexible manner.

These refinements are intended to ensure that skills acquired through formal education and training programs are consistently recognized and valued by employers across various sectors. The DepEd’s efforts reflect a broader national education overhaul aimed at modernizing workforce development and preparing Filipino learners for future job market demands.

The Philippines’ participation in the AQRFC meeting underscores its commitment to regional collaboration in enhancing the quality and relevance of education, and training. The goal is to create a more mobile and competitive workforce within the ASEAN region, equipped to meet the evolving needs of industries.

The Professional Regulation Commission (PRC) also hosted a regional engagement focused on ASEAN Qualifications Framework alignment and cooperation, further demonstrating the Philippines’ dedication to these initiatives. The PRC’s involvement highlights the importance of professional standards and qualifications in ensuring a skilled and competent workforce.

The DepEd’s push for tighter school-to-work alignment is seen as a crucial step in addressing long-standing gaps between the skills taught in schools and the requirements of employers. By strengthening the connection between education, training, and industry, the Philippines aims to create a more robust and adaptable workforce capable of driving economic growth and innovation.
