Remodeled apartments are usually criticized for having low ceilings. However, the remodeled apartment I saw that day was not much different from the newly built apartment. The maximum ceiling height was 2.28m, similar to a typical new apartment ceiling height of 2.3m. Previously, in September last year, the Ministry of Land, Infrastructure and Transport judged the existing ‘horizontal extension’ remodeling method of using the first floor units as a pilot and adding one floor on the top floor as a ‘vertical extension’ based on the authoritative. interpretation of Government Ministry Legislation. However, given that the project was carried out before the Ministry of Land, Infrastructure and Transport changed its authoritative interpretation, it was deemed to be a horizontal expansion. Currently, the Piloti space (vacant first floor) is used as a management office, senior center, library and management office.

A remodeling union leader who attended the event said, “Even if we just do the first stability review, it costs hundreds of millions of won just to deliver it. “After the application, a separate structural design company must be selected,” he said. “The second round has to be carried out in more detail than the first round, so it takes 2 to 3 years longer. “As a result, many remodeling complexes that plan horizontal expansion with a pilot structure are in trouble,” he said.

In relation to this, the Seoul Remodeling Housing Association Council (Seorihyup) sent an official document to the President’s Office last month. The purpose was to keep the promise to enact the law to promote remodeling and improve the standards for vertical and horizontal expansion.

Currently, an amendment to the Housing Act has been proposed to improve the remodeling process.
