PM Narendra Modi Meets Vietnamese Counterpart: Strengthening Bilateral Ties with President To Lam
Receiving Indian Prime Minister Narendra Modi, General Secretary and President To Lam expressed satisfaction with the increasingly strong development of the Comprehensive Strategic Partnership between the two countries.
On the occasion of attending the Future Summit and the High-level General Debate of the United Nations General Assembly in New York (USA), on September 23 (local time), General Secretary and President To Lam met with Indian Prime Minister Narendra Modi.
General Secretary and President To Lam thanked the Indian Government for providing emergency aid of 35 tons of goods worth 1 million USD to support areas affected by Typhoon Yagi (Typhoon No. 3) to overcome the consequences of natural disasters, demonstrating the good sentiments and traditional friendship and comprehensive strategic partnership between the two countries.
The General Secretary and President sent his regards to President Droupadi Murmu, congratulating Mr. Narendra Modi on his re-election as Prime Minister of India for the third consecutive term, as well as congratulating India’s recent achievements in socio-economics, science-technology and foreign affairs.

General Secretary and President To Lam expressed his satisfaction with the increasingly strong development of the Comprehensive Strategic Partnership between the two countries.
The issuance of a Joint Statement by the two countries on strengthening the Comprehensive Strategic Partnership during Prime Minister Pham Minh Chinh’s visit to India, with many new and important implications, is a meaningful development, in line with the interests, needs and aspirations of both sides.
He suggested that the two sides continue to closely coordinate and effectively implement the results of visits, high-level agreements and the Action Program to implement the Comprehensive Strategic Partnership for the 2024-2028 period.
Continue to deepen the relationship in all areas, promote the potential and strengths of each country, especially in the fields of economics, trade, investment, security – defense, culture, tourism, aviation and people-to-people exchange…
He also believes that the two countries will soon achieve the goal of increasing bilateral trade turnover to 20 billion USD/year and increasing to more than 30 billion USD by 2030, double that of 2023.
Regarding regional cooperation, General Secretary and President To Lam affirmed that Vietnam will actively work with ASEAN countries to deepen the ASEAN-India Comprehensive Strategic Partnership.
He hopes India will continue to support ASEAN’s principled stance and central role, assist ASEAN in building the Community, and cooperate to respond to common challenges.
Continue to support each other and cooperate closely at regional and international forums, especially the United Nations, ASEAN and ASEAN-led mechanisms, uphold the principles of ensuring security, safety and freedom of navigation and aviation, and peacefully resolve disputes on the basis of international law, including the 1982 UNCLOS.
Prime Minister Narendra Modi congratulated General Secretary and President To Lam on being elected to hold the highest leadership positions in Vietnam.
He expressed his belief that General Secretary and President To Lam, together with Vietnamese leaders, will continue to develop the country and deepen the Vietnam-India relationship; affirming that India always wishes to further strengthen the Comprehensive Strategic Partnership with Vietnam.
Prime Minister Narendra Modi said India will continue to promote its “Act East” policy, promoting closer and more effective relations with ASEAN and Vietnam, especially in areas of mutual interest or strength such as digital connectivity, digital economy, sustainable infrastructure, renewable energy and maritime security.
On this occasion, General Secretary and President To Lam reiterated his invitation to Indian President Droupadi Murmu and Prime Minister Modi to visit Vietnam in the coming time.
Prime Minister Modi also respectfully invited General Secretary and President To Lam to soon visit India.
