This is the first official visit by a Vietnamese prime minister to the UAE in 15 years. This visit is particularly important for strengthening political trust. Strengthen the relationship between Vietnam and the UAE in both breadth and depth, expanding a new phase of cooperation between Vietnam and the UAE, and creating a breakthrough, especially in attracting UAE investments to Vietnam and enabling Vietnamese goods and services to access Gulf markets.

The UAE is the second largest economy in the Gulf region. It is a major financial and commercial center in the Middle East. It is the fourth largest oil producing country in the Organization of Petroleum Exporting Countries (OPEC).

The UAE aims for sustainable development and is establishing a leading position in the above new development trends. The world, implementing “UAE Vision 2031” (We the UAE 2031), which aims to make the UAE a global economic hub and a successful development model for the world.

The UAE plays an important role in the Middle East-North Africa region. Promote connections with the Arab bloc and the Gulf region. In recent years, the UAE has been actively implementing the ‘Look East’ policy, which emphasizes relations with Asian countries, including Vietnam.

Relations between Vietnam and the UAE are on a good development track with many tangible achievements. Both countries share a common understanding of the importance of taking our relationship to a new level soon, commensurate with the potential, economic scale and expectations of both parties.

The UAE is Vietnam’s largest export market in the Middle East-Africa region, and bilateral trade volume will reach $470 billion in 2023. In the first months of 2024, Vietnam exported $337 billion to the UAE, an increase of 51% compared to the same period in 2023.

The two countries began negotiations on the Comprehensive Economic Partnership Agreement (CEPA) in June 2023, and plan to finalize the negotiations and sign CEPA during the Prime Minister’s visit to Korea.

As of 2024, the UAE has 41 direct investment (FDI) projects in Vietnam, with a cumulative total registered investment capital of 71.6 million USD. The UAE holds many of the world’s largest FDI investment funds, of which the Abu Dhabi Investment Authority manages $85.3 billion and is the fourth largest investment fund in the world, so the UAE’s potential to attract investment is high. It’s still big. Dubai Investment Group ranks 12th in the world with $32.08 billion under management. Mubadala Investment Company manages $27.6 billion and ranks 13th in the world.

Vietnam currently has about 3.000 workers in the UAE. Both sides actively cooperate and support in international forums. Recently, the UAE supported Vietnam’s accession to the UN Security Council for the 2020-2021 term and the UN Human Rights Council for the 2023-2025 term.
