Finnish Police Fined for Assaulting Teen During Arrest
A police officer in Pirkanmaa, Finland, has been sentenced to daily fines totaling €860 for assaulting a 17-year-old during an arrest. The Pirkanmaa District Court found the officer guilty of assault and violating official duty after the incident, which occurred in early 2024.
According to court documents, the officer was in the process of handcuffing the teenager when he lifted him and propelled him toward a wall. The 17-year-old struck his head and back against the wall. Afterward, the officer allegedly pushed the teen to the floor before removing him from the room.
During the criminal investigation,the officer offered differing explanations for his actions. Initially,he stated that the teenager was “so lightweight that as a result of my lifting,he flew toward the wall.” He later claimed he had “guided” the young person toward the wall, asserting that he used only mild force to gain the teen’s cooperation and that the act was unintentional.
A guard who witnessed the event gave conflicting testimony, stating that the teenager slipped and fell partly to the floor, denying that the teen hit the wall. The guard also said he reviewed video of the incident.
Despite the officer’s claim that the teenager “stumbled,” the Pirkanmaa District Court disagreed and issued the fine. While the teenager sustained no serious injuries,he reported experiencing pain.
Another, younger officer present during the incident did not believe excessive force was used but did not see the teen strike the wall. The teenager was not called as a witness.
Mikko Masalin, from the Inland Finland Police Department, addressed the incident. When asked about the conflicting accounts, Masalin cited self-discrimination protection, which allows suspects to avoid self-incrimination. However, he acknowledged that this protection does not negate the obligation to tell the truth.
Regarding the potential danger of a handcuffed individual hitting their head, Masalin stated, “All the hits in the head area are, in principle, risky. I do not consider this in any way acceptable, and our decision shows it. The positive thing is that no actual injuries occurred.”
Masalin added that such incidents are rare relative to the total number of staff and that the department addressed the officer’s conduct in civil proceedings, resulting in a warning for breach of official duty. The officer attributed his actions to stress related to personal challenges.
