President Mohamed Irfan Ali of Guyana, rotating chairman of the Caribbean Community (CARICOM), a consultative body of Latin American countries, announced that Prime Minister Ali had agreed to resign and transfer power to the ‘Transitional Council’ at the Caricom meeting held in Jamaica on this day.

“We are proud to announce our commitment to a transitional governance agreement to pave the way for a peaceful transfer of power,” President Ali said in a press conference after the meeting. “To this end, we acknowledge the resignation of Prime Minister Ariel Henry.”

A US government official also said that Prime Minister Ali called US Secretary of State Tony Blinken, who was attending the Caricom meeting, and announced his resignation personally.

Caricom convened an emergency meeting today to discuss ways to resolve the situation in Haiti, which has gone out of control with most of the capital, Port-au-Prince, occupied by armed gangs.

AFP news agency reported that the leaders of the member countries held the meeting by consulting via video conference with Prime Minister Ali Ali, who is stuck in the US territory of Puerto Rico and unable to return home.

Prime Minister Henri, a former doctor who entered Haitian politics in 2000 and served as Minister of Social Affairs and Labor and Minister of the Interior, was nominated as the next Prime Minister two days before President Jovenel Moïse was assassinated in July 2021.

Prime Minister Henri, who took office after a power struggle with interim Prime Minister Claude Joseph, who was in charge of state affairs at the time when President Moïse died before his official inauguration, promised snap election, but the presidential and general elections scheduled to take place in September of the same year were postponed indefinitely.

The terms of office of all members of the House of Representatives and two-thirds of the Senate expired in 2020, and in 2023, a third of the remaining senators resigned because their terms had expired, paralyzing the National Assembly Totally Haitian.

The Haitian opposition demanded the resignation of Prime Minister Henry and the establishment of a transitional government, raising suspicions that Prime Minister Henry was involved in the assassination of President Moïse, but Prime Minister Henry did not accept this, saying, “A new government should only be formed through elections.”

As administrative paralysis worsened due to worsening security and poverty, Prime Minister Henry visited Kenya early this month and sought help from an international security assistance team, including signing a joint agreement to send Kenyan police to Haiti, but meanwhile, the gangsters demanded the resignation of the Prime Minister He is stuck in Puerto Rico, unable to return home because of the riots.

Accordingly, the international community has been pressuring Prime Minister Henry to end the crisis by compromising with the opposition.

Meanwhile, the United States is providing an additional $100 million (about KRW 130 billion) to support international security assistance mission activities to help restore security in Haiti, and is also providing humanitarian aid worth $33 million (about KRW 43 billion) to the people of Haiti. Secretary Blinken announced his intention to do so.

The US government has decided to allow Prime Minister Henry, who is unable to return home, to live in the country as long as he wishes. It is known that Prime Minister Henry is in a position to return home as soon as the situation improves.
