The important NEPC resolutions are as follows:
1. Approved the criteria for the calculation and operation of natural gas prices under the supervision of the Energy Regulatory Commission (ERC) (Energy Pool Price) during the volatile energy price situation. with the principle of using the cost of fuel oil The Regulated Market’s imported diesel and LNG are averaged with the cost of natural gas in Pool Gas, so that the production costs of the Regulated Market’s electricity and industrial sectors are in the same direction and practice. which uses fuel as a price/heat unit (Baht/MMBTU) and helps reduce the burden of Ft that directly affects electricity users

2. Approved to increase the investment limit for the construction of the 2nd LNG Receiving Terminal in Rayong Province [T-2] in the transmission system and natural gas infrastructure for stability assigned to PTT Public Company Limited to operate from the original limit of 38,500 million baht to a limit of not more than 41,400 million baht in order to accelerate the project completion faster than the original plan from November 2022 to May 2022, making it able to support LNG imports have increased by 2.5 million tonnes per year to reduce the risk of natural gas shortages from transitioning to the Erawan natural gas concessionaire. including the risks from the situation in Myanmar The meeting asked the ERC to consider passing on the investment burden. Increased projects that affect electricity and natural gas tariffs in the future to energy consumers as necessary and in accordance with the reason for the increase in the investment limit

3. Approved the 2022 natural gas management guidelines, which further considered the purchase of renewable energy in addition to the original contract group. From biomass power producers or other than biomass from power producers who already have power plants, there is no new investment. and is ready to distribute electricity which the electric grid system of the Electricity Generating Authority of Thailand (EGAT) and the Provincial Electricity Authority (PEA) or the Metropolitan Electricity Authority (MEA) can support It is a yearly purchase of not more than 2 years in the form of a Non-Firm contract at the maximum power purchase price frame, not exceeding the avoided cost and assigned to the ERC to determine the rules for the purchase of electricity. by allowing the Energy Policy Management Committee (MPG) to manage in accordance with the next policy The meeting has assigned the ERC to determine the criteria for purchasing electricity for electricity producers that are currently produced and used by themselves and have the remaining energy to be sold into the system. including setting the purchase price of electricity and other conditions to be appropriate and propose to the CGRC for consideration and approval before entrusting the ERC to carry out the relevant matters

4. Approved the electricity tariff of the Luang Prabang Project at 2.8432 baht/unit, scheduled for electricity into the system (COD) in January 2030, and for the Pak Bang project at 2.9179 baht/unit, scheduled to pay the electricity into the system (COD) in January 2033. Such electricity tariffs will remain stable throughout the contract period and EGAT has assigned EGAT to sign a Tariff MOU for the Luang Prabang Project. and the Pak Bang project which has been reviewed by the Office of the Attorney General (PSU) and allows EGAT to improve conditions in the Tariff MOU of the Luang Prabang Project and the Pak Bang project in the process of drafting a power purchase agreement to have appropriate results in practice However, this must not affect the electricity rate.

In addition, the meeting also agreed on Thailand’s wheeling charge rates and principles of the Energy Wheeling Agreement (EWA), an integrated project on electricity from the Lao People’s Democratic Republic to Singapore. through the delivery system of Thailand and Malaysia (LTMS – PIP) at the rate of 3.1584 US Cents/unit, project duration 2 years. In this regard, if NEPC and NEPC have an opinion to amend the EWA contract for the LTMS – PIP project in non-material parts of the contract, EGAT should be able to proceed in the relevant part.

5. Approved the guidelines for promoting the production of electricity from solar power installed on the roof as follows: 1. Project of generating electricity from solar energy installed on the roof For the public sector residential house (People’s Solar) to continue purchasing from 2022 onwards by targeting The purchase price of 10 megawatts per year (MWp), the purchase price of excess electricity sold into the system 2.20 baht per unit, and the purchase period is 10 years. 2. The project to generate electricity from solar power installed on the roof. For schools, educational institutes, hospitals and pumping water for agriculture in 2022, the target purchase price is 10 megawatts (MWp), the purchase price of excess electricity sold into the system is 1.00 baht per unit, and the purchase period is 10 years.

The NEPC also approved a review of the fuel crisis response plan 2020-2024, the second revised version, to support the fuel fund’s position. to be able to operate continuously under various situations that may arise and for the maximum benefit of people who are affected by their livelihoods due to fluctuations in fuel prices to be presented to the Cabinet for further approval.
