Spain to Negotiate 2025 Public Sector Job Offer with Unions
Updated June 17,2025
Spain’s Ministry of Public Function is set to begin negotiations with unions this Thursday to finalize the public Employment Offer (OEP) for 2025. The goal is to approve the offer, possibly marking another significant year for public sector job opportunities.
Sources indicate that the Ministry aims to present the OEP to the Council of ministers in July. This timeline aligns with recent years, with the exception of 2022, when the offer was approved in May, and 2020, when it was approved in October.Since 2018, under Pedro Sánchez’s government, the public employment offers for 2018, 2021, 2023 and 2024 were approved and published in July.
Union sources have indicated that the number of job vacancies planned for the 2025 public sector job offer is expected to be similar to last year. In 2024, Spain offered 40,146 public sector jobs, continuing an upward trend since 2021. The largest OEP in recent years was in 2022, with 44,787 vacancies.
Unions have pointed out a net loss of public employees over the last decade, emphasizing the need to address this through considerable job offers and internal promotion opportunities.
What’s next
the outcome of these negotiations will determine the scope of public sector employment opportunities in Spain for 2025, addressing workforce needs and potentially reversing the trend of public employee losses.
