summit Aims to Revitalize World’s Largest Free Trade Area
malaysia will convene a Regional Complete Economic Partnership (RCEP) summit in October, coinciding with the 47th Association of Southeast Asian Nations (ASEAN) Summit. The move, announced by Prime Minister Anwar Ibrahim, signals a commitment to accelerating the implementation of the RCEP agreement and demonstrating Asia’s continued support for open trade amidst global uncertainties.
Addressing the Kuala Lumpur Roundtable of the BOAO Forum for Asia on August 27, 2023, Ibrahim emphasized the need to move beyond the legal framework of RCEP and infuse it with renewed “political energy.” He stated that the agreement, covering approximately 30% of global GDP, “must not remain a legal text on paper.”
RCEP: A Deep Dive into the Agreement
The RCEP is a landmark free trade agreement encompassing 15 nations: the 10 ASEAN member states (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam), alongside Australia, China, Japan, South Korea, and New Zealand. It represents a significant step towards regional economic integration, reducing tariffs and streamlining trade procedures.
Here’s a breakdown of the RCEP member economies:
| Country | GDP (USD trillions, 2022) | Population (Billions, 2022) |
|---|---|---|
| China | 17.73 | 1.41 |
| Japan | 4.23 | 125.7 |
| South Korea | 1.67 | 51.7 |
| Australia | 1.69 | 26.0 |
| ASEAN (Total) | 3.67 | 680 |
| New Zealand | 0.24 | 5.1 |
ASEAN-China Trade ties Strengthen with FTA 3.0
Alongside the RCEP summit, Malaysia, as the 2023 ASEAN chair, will also present the newly negotiated ASEAN-China Free Trade Area (ACFTA) 3.0 to regional leaders in October. this upgrade to the existing ACFTA reflects the deepening economic relationship between ASEAN and China, aiming to further reduce trade barriers and promote investment. The original ACFTA, established in 2002, has already substantially boosted trade between the two regions.
Addressing Regional fragmentation
Despite positive economic indicators – a growing middle class, expanding digital economies, and resilient trade – Ibrahim cautioned against regional fragmentation. He stressed that realizing the “Asian century” requires intentional efforts towards greater cohesion, policy coordination, and investment in shared resilience. This highlights the importance of collaborative initiatives like RCEP and ACFTA in fostering a unified and competitive asian economic landscape.
