Record High Number of Japanese Women Employed in the Public Sector

In a significant milestone, the Fiscal Year 2023 witnessed a record-breaking 38.7% of Japanese women being employed in the public sector. This achievement aligns with the Japanese government’s objective of attaining a female employment rate of 35% or above in the public sector.

Encouraging Statistics for Female Employment

The Japan Cabinet Office of Personnel Affairs conducted its National Government Agency Women’s Employment Survey on July 4, 2023. The survey revealed that in fiscal year 2023, 3,507 out of 9,063 women were employed in the public sector, denoting a 1.5% increase compared to the previous fiscal year. As a result, the percentage of women employed in the public sector reached an all-time high of 38.7%.

The survey also highlighted the proportional growth of women in professional positions with the potential to become government executives. The proportion of women in such roles rose to 40.1%, while the ratio of women occupying general job positions reached 36.0%.

Persistent Efforts Yield Fruitful Results

Historically, the representation of women in the public sector had hovered within the range of 20% to 25% until the 2014 financial year. However, a significant shift occurred following the introduction of a policy aimed at increasing female employment to at least 30% in general and administrative roles within the public sector. Subsequently, in the fiscal year 2015, the Japanese government set an ambitious target of achieving a minimum female employment rate of 35% in the public sector by 2020.

Moreover, smaller organizations with higher proportions of female employees were frequently found to be underemployed. However, among ministries employing over 100 individuals, the Ministry of Foreign Affairs emerged as a leading entity with the highest proportion of female employees, standing at an impressive 53.5%.

Promoting Gender Equality in Recruitment Processes

Looking ahead, many government agencies in Japan are committed to prioritizing women in recruitment, granting them preferential treatment if qualifications are on par with their male counterparts.
