Russian Foreign Minister Sergey Lavrov and ASEAN Secretary-General Kao Kim Hourn are currently finalizing plans to expand cooperation into new sectors, including maritime security, pandemic response, youth affairs, and customs. The discussions, taking place during a working visit to Moscow from October 12 to 15, 2026, build upon agreements established during the Russia–ASEAN summit held in Kazan earlier this year, TV BRICS reported.
The diplomatic push marks the 35th anniversary of official relations between Russia and the Association of Southeast Asian Nations. During the talks, Lavrov characterized the partnership as a long-term priority for Russian policy in Asia and Eurasia. We are in the midst of substantive dialogue on launching new areas of our cooperation, including combating pandemics, as well as dialogue on youth and customs issues,
Lavrov stated.
Expanding Cooperation in Maritime and Customs Security
While both official statements emphasize a broad agenda, reporting from the news outlet ANTARA via jawawa.id highlights maritime security as a specific new area of focus alongside the previously identified sectors of pandemic response and customs. The two sides are working to translate the Comprehensive Plan of Action for 2026–2030, adopted at the June 2026 Kazan summit, into practical, ongoing projects.
Kao Kim Hourn noted that the Kazan Declaration and associated documents provide a foundation for future alignment. He expressed interest in synchronizing these efforts with the regional bloc’s broader strategic roadmap, known as the ASEAN 2045: Our Shared Future
plan. The Secretary-General emphasized that ASEAN remains committed to sustainable development and regional prosperity through these established mechanisms.
Economic and Institutional Integration
Trade between Russia and ASEAN member states currently exceeds US$20 billion, or approximately 1.68 trillion roubles, with steady growth reported in mutual investments. To advance these economic ties, Kao Kim Hourn’s itinerary includes a series of high-level meetings across the Russian government. Beyond his talks with the Foreign Ministry, the Secretary-General is scheduled to meet with representatives from the Ministry of Agriculture, the Ministry of Digital Development, the Ministry of Energy, and the Ministry of Science and Higher Education.
Institutional coordination is also on the agenda, with a planned meeting between the ASEAN leader and Bakhytzhan Sagintayev, Chairman of the Board of the Eurasian Economic Commission. These meetings aim to bridge cooperation between ASEAN and the Eurasian economic space, a region where Russia has sought to deepen integration efforts. The Secretary-General is also expected to participate in the Russian Energy Week forum and address students and faculty at MGIMO University during his four-day visit.
Strategic Alignment and Future Objectives
The current visit represents the second time this year that Kao Kim Hourn has traveled to Russia, signaling an uptick in the frequency of high-level diplomatic exchanges. Both parties maintain that the partnership is strategically significant for the stability of the region. ASEAN-Russia relations remain one of ASEAN’s most dynamic, substantive and strategically significant partnerships. We value Russia’s consistent support for ASEAN centrality and your participation in ASEAN-led mechanisms,
Kao Kim Hourn said.
