Russia’s defense ministry announced plans to execute massive strikes against Ukraine’s energy infrastructure in retaliation for a recent drone campaign targeting oil and gas facilities, according to reporting by The Independent and CNBC. Kremlin spokesperson Dmitry Peskov stated that the planned attacks serve as an appropriate response to what Moscow characterizes as an escalation by Kyiv, noting that Russian forces have systematically targeted Ukrainian military infrastructure.

Publishing Houses and Logistics Targeted

Simultaneously, Russian forces have intensified attacks on Ukrainian printing presses and publishing houses. According to BBC reporting cited by The Independent, these strikes have destroyed more than 12 million books ahead of the school year. Viktoria Haida, commercial director of the bombed Konvi publishing firm in Kyiv, told the BBC that the strikes appear deliberate, noting that major publishing houses have lost significant warehouse and logistics capacity over the past two months.

In Russia, local authorities reported a drone strike targeting a logistics hub in Yekaterinburg. According to the regional governor, drones and debris struck residential buildings and a logistics center, though no casualties were reported.

Diplomatic Proposals and Leadership Shifts

On the diplomatic front, Axios sources reported that CIA Director John Ratcliffe floated a trilateral meeting involving Vladimir Putin, Volodymyr Zelensky, and Donald Trump during a visit to Moscow. Formal talks between Ukraine and Russia stalled in February when the US invaded Iran, and little diplomatic progress has occurred since.

A $27 Billion Defense Funding Gap

Meanwhile, Ukraine faces mounting financial pressures regarding its defense capabilities. Newly appointed Defense Minister Yevhen Khmara addressed reporters following his appointment, outlining strategies to close a $27bn funding gap inherited from his predecessor. Khmara, a former special forces officer who took office after weeks of political protests and a military reset in Kyiv, stated that maintaining soldier pay and avoiding battlefield shortages remain his primary priorities.
