Sardinia Boosts Primary Care with New Incentives and Support for General practitioners

Sardinia is investing in its primary care system with a series of new measures designed to support general practitioners (GPs) and improve patient access to healthcare.announced in 2024,the initiatives include financial incentives,increased allowances,and provisions for GP support in underserved areas and during absences.
Financial Incentives for General Practitioners
The package includes several key financial incentives for GPs:
- Group Practise Incentive: Encourages GPs to form collaborative group practices to provide more organized and continuous care, aiming to reduce unneeded emergency room visits.
- AFT Allowance: Establishes an “AFT allowance” (presumably Allowance for Functional Territorial Area) of €10.7 per patient, as outlined in Regional Law 24/2025, Article 9, Paragraph 18.
- Increased IT Allowance: Raises the monthly IT allowance for GPs from €100 to €200.
- study allowance: Extends a study allowance (€6 per patient) to 70% of doctors.
- Disadvantaged Area Indemnity: Provides an indemnity of €2,000 per month for GPs working in underserved areas, as per Regional Law 24/2025, Article 9, Paragraph 28, and addresses medical presence in community homes and hospitals.
- Clinical Governance Allowance: Recognizes a clinical governance allowance from april 4, 2024, to December 31, 2024, based on objectives outlined in Air 2010 (likely a regional healthcare plan).
- Transitory AFT rule: Provides a temporary rule for recognizing the AFT allowance during the establishment of AFTs.
PNRR ADI target and Home Care
General practitioners will play a key role in achieving the Target PNRR ADI (National Recovery and resilience Plan, Home Care Assistance). They are expected to ensure that at least 10% of their eligible patients recieve ADI services during 2025 and 2026.
Support for GP Absences
The Sardinian government is also mandating that Local Health Authorities (ASLs) provide replacement doctors for GPs who are on leave due to illness, maternity, or accidents. According to councilor of Health Armando Bartolazzi,this measure aims to provide support to the medical community,especially following the death of Dr. Maddalena Carta.
