Schleswig-Holstein plans to issue more than 790 million euros in new debt while increasing overall investments to 2,6 billion euros under its newly debated 2027 draft budget, according to reports from dpa. Finance Minister Silke Schneider defended the financial plan during its first reading in the Kiel landtag, emphasizing a balance between strict spending cuts and essential public investments.
Budget Figures and Financing Pressures
The draft budget outlines total revenues of around 18,5 billion euros against adjusted expenditures of roughly 19,4 billion euros, necessitating new debt of approximately 892,6 million euros, according to dpa coverage. An additional 232,9 million euros is designated as a global markdown. To manage the tighter fiscal environment, the state plans to withdraw 242 million euros from its supply fund and reduce planned grants for the Impuls infrastructure program by 317 million euros. At the same time, administrative spending and personnel budgets across government departments and the state chancellery will face a five percent reduction. Minister Schneider argued that these internal adjustments ensure citizens avoid unreasonable hardships while keeping the northernmost federal state capable of acting during difficult financial times.
Investment Priorities in Education, Security, and Climate
Despite the consolidation measures, the state’s investment quota is slated to rise to 13,6 percent in 2027, up from just under 10 percent in 2026, when including federal special funds. Education remains the primary focus of the spending plan. The budget provides for the hiring of 115 new teachers, alongside an additional 13,8 million euros for universities, according to dpa. Security and administration also receive targeted funding, including 27 new positions for public prosecutors and 1,2 million euros to prepare for the state parliamentary election scheduled for April. Digitalization initiatives receive an extra 40 million euros. As a coastal region already experiencing climate impacts, Schleswig-Holstein allocates 2,3 million euros to districts and independent cities for climate adaptation concepts. A further 1,7 million euros goes toward inland flood protection projects in Kellinghusen and Lauenburg.
Political Clash Over Taxation and Revenue Strategy
The budget plans have drawn sharp criticism from the political opposition in the Kiel landtag. SPD parliamentary group leader Serpil Midyatli accused the government of rejecting revenue alternatives such as a reintroduced wealth tax or a reformed inheritance tax, arguing that stronger shoulders should shoulder more responsibility for the sake of fairness. dpa/lno“You manage only the shortage, and that is too little,” Midyatli stated during the parliamentary debate, criticizing the reliance on funds from the municipal financial equalization system and the civil service supply fund.
