What was introduced to improve this situation was to encourage buses to only stop in front of the waiting board with the route number on it and not to pick up passengers elsewhere. Mayor Oh said, “However, because we only rode buses on designated routes, a ‘rail phenomenon’ occurred where buses behind were pushed aside if the bus in front didn’t move away.” He continued: “What would normally take 10 minutes took an hour, and people who would wait 5 minutes to get on the bus ended up waiting 30 minutes, which caused a lot of inconvenience,” and once again: “ I’m really sorry. “
