Shona McCarthy secured the role of Arts Council director after more than 50 people expressed an interest in the position. The selection followed a competitive recruitment process that narrowed the field to a final shortlist of three candidates.
Fifty-Three Expressions Of Interest And A Three-Person Shortlist
Arts Council chairwoman Maura McGrath stated that the organisation received 53 expressions of interest for the director post. A rigorous process of market mapping, screening, shortlisting, and interviews eventually whittled the applicant pool down to three finalists.
In a July 24th letter sent to Minister for Culture Patrick O’Donovan, McGrath confirmed a clear consensus around McCarthy as the preferred candidate. She described McCarthy as an experienced cultural leader with an outstanding track record of leading complex, high-profile organisations in both Ireland and the UK.
McGrath noted that the other two final interviewees were also considered appointable and of a very high calibre.
Patrick O’Donovan Grants Five-Year Contract for Arts Council Chair
Minister Patrick O’Donovan replied to the Arts Council chairwoman on August 20th. He granted his official consent for the appointment on a five-year fixed term contract basis.
O’Donovan noted in his correspondence that officials within his department would engage directly with the Department of Public Expenditure regarding the specifics of the contract. The ministerial letters were released publicly following a Freedom of Information request.
McCarthy brings substantial leadership experience to the position. She previously served as the chairwoman of the International Fund for Ireland and held the role of chief executive of the Edinburgh Festival Fringe Society from 2016 until last year.
Leadership Turmoil And The Defunct IT Project Fallout
McCarthy steps into the director role following nearly 18 months of turmoil at the Arts Council. In February 2025, the organisation revealed that it had spent €6.7 million on a defunct IT project.
The failure of the technology project triggered a public backlash and direct clashes with Minister O’Donovan. In response to the spending controversy, O’Donovan commissioned an independent review to scrutinize internal governance and culture within the council.
The council’s former director, Maureen Kennelly, departed last year after O’Donovan refused to sign off on her request for a second five-year term. Management consultant Moling Ryan subsequently stepped in as interim executive director while the recruitment process for a permanent successor unfolded.
