Pilot Program Demonstrates Strong Public Demand

A sandbox pilot program initiated in October 2024, allowing influenza vaccinations at select retail pharmacies, has proven highly successful. The three major pharmacy chains involved – Guardian Health & Beauty, Unity pharmacy, and Watsons Singapore – are now expanding the service following approval from the Ministry of Health (MOH). The Straits Times reported the initial launch at three locations: Guardian at Nex in Serangoon, Unity at Parkway Parade in Marine Parade, and Watsons at Paragon in Orchard.

traditionally, influenza vaccinations in Singapore have been primarily administered at private general practitioner (GP) clinics, travel clinics, and public polyclinics. This pilot represents a significant shift towards greater accessibility and convenience for the public.

Sandbox Approach and Future Mainstreaming

The MOH initially intended the sandbox to run for at least one year before considering licensing such community services under the Healthcare Services Act. The program’s success has prompted an extension, with MOH committing to continue the sandbox for at least another year. This extended period will allow for thorough evaluation of the program’s effectiveness and safety.

In March 2025, MOH announced it would review the sandbox’s performance after collecting six months of data, considering factors such as site audits and feedback.A regulatory decision regarding the mainstreaming of the service has not yet been made, but the positive response suggests a strong possibility of wider implementation.

impact on Vaccination Rates and Healthcare Landscape

Increased accessibility to flu vaccinations thru retail pharmacies has the potential to substantially boost vaccination rates in Singapore. The convenience of receiving a vaccination while already shopping for other health and wellness products could encourage more individuals to get vaccinated, notably those who may not have readily accessed customary healthcare settings.

According to the Ministry of Health’s 2023 influenza vaccination exercise press release, influenza is a common infectious disease in Singapore, and vaccination is the most effective way to prevent it. Expanding access to vaccination aligns with national public health goals.
