Three specialized electronic intelligence aircraft are officially coming to Spain’s Ejército del Aire y des Espacio.
The service has chosen the Airbus A321 platform for the endeavor, according to an official report published by the Revista de Aeronáutica y Astronáutica and detailed by InfoDefensa. Designated as Program Santiago II, the project carries a projected budget of 436 million euros according to official Spanish defense budgetary documents. It aims to restore vital electronic signal interception and radar detection capabilities that have languished since the retirement of the Boeing 707 known as Reina del Espectro.
Narrowing Down the Airframe Variants
The decision follows an 18-month, 16-million-euro study launched in December when Madrid directed Indra and Airbus Defence and Space to determine the most suitable aircraft and sensor architecture for a national signal intelligence solution.

While the specific variant of the Airbus A321 remains unconfirmed, defense analysts are weighing four potential models. These include the baseline A321ceo, the A321neo with a 7,400-kilometer range, the A321LR equipped with auxiliary fuel tanks, and the ultra-long-range A321XLR capable of covering 8,700 kilometers.
Airbus Leverages A321XLR for Spanish SIGINT Requirement
The A321XLR shares close alignment with French military procurement choices. It was selected by the Direction générale de l’armement to form the basis of the Marine nationale’s future maritime patrol aircraft.
This precedent positions the extra-long-range variant as a strong contender for the Spanish SIGINT requirement. Following the initial contract notification, Airbus highlighted its extensive manufacturing experience in modifying commercial airframes into military configurations, pointing directly to the A321’s larger cousin, the A330 MRTT aerial refueler, as a primary proof point.
The primary operational advantage of adopting an airframe of the A321’s scale lies in the internal volume available for complex mission equipment. An electronic intelligence platform demands extensive hardware beyond external antennas, including sensitive receivers, high-capacity processors, secure data storage arrays, dedicated operator consoles, advanced navigation suites, electronic self-protection systems, and correlated mission architectures.
Stepping Beyond Current Reaper Drone Capabilities
This expansive capacity addresses shortcomings identified after an earlier, budget-driven plan to utilize a smaller Bombardier Challenger 350 business jet was abandoned in favor of a larger, more capable tri-jet fleet configuration.
Current intelligence gathering by the Spanish air force relies on the Scalable Open Architecture Reconnaissance charge supplied by American defense firm L3Harris, which is integrated onto the service’s MQ-9A Reaper MALE drones. The Santiago II program will supersede this limited arrangement with a dedicated, three-aircraft national fleet designed to detect, classify, and identify high-value electromagnetic emitters across contested operational environments.
Spain Allocates 436 Million Euros for Santiago II Platforms
